fixes the addition of the 3 cost cognito ability to allow it to actually be lethal for humans watching.

Based on the Positives & Negatives, why should this suggestion be accepted
Unsure if this is unintended or not added for reasons unbeknownst to me but the current usage of 079 as whole is pretty weak so to allow 079 to have a little more lethality shouldn't be ignored.
