Accepted Make bulletproof tires have health instead of invincible to bullets

What does this suggestion change/add/remove:
Changes vodnik/kamaz/humvees tires to being "bulletproof" but still popping after shooting x number of bullets into them
doesn't change LAVs or F tank

Has something similar been suggested before? If so, why is your suggestion different?:
