Denied Make hostages reimburse their negotiators

What does this suggestion change/add/remove:
This suggestion would add a new rule to the game that would require hostages to reimburse their negotiators the minimum requestable price. This means that if the negotiator pays more than the minimum requestable price to secure the hostage's release, the hostage would still only need to reimburse the minimum requestable price.

For example, a Nu-7 CPT gets kidnapped, the negotiator pays $18k for his release, the CPT will only have to pay back $15k.

Possible Positives of the suggestion (At least 2):
- People are better punished for their own actions if they are kidnapped.
- Negotiators dont have to take money out of their own pockets due to someone else getting kidnapped.
- Due to negotiation being enforced by server rules all hostages have to be negotiated for, including ones who have been kidnapped due to their own inability to follow protocols, negotiators will not be punished, the hostage is held accountable instead.
- People will be much more likely to quickly engage with negotiation RP as there is no personally monetary loss.
- The hostages captor still gets paid the same, there is no loss to them.

Possible Negatives of the suggestion:
- The hostage may not have enough money to pay for himself.
- It is kind of a rule enforcing roleplay, however there already exists a rule forcing negotiation so I don't think thats a massive concern.
- It may seem a bit silly for a hostage to esentially pay for themself.

Based on the Positives & Negatives, why should this suggestion be accepted:
This new rule would make the gameplay more fair as hostages would be held accountable for their actions and negotiators wouldn't have to pay out of their own pockets. It would directly punish people who choose to go against protocols protecting them from being kidnapped rather than punishing the person who is forced via the server rules to negotiate for their release. It would also encourage more engagement with negotiation roleplay and ensure that all hostages are negotiated for within a reasonable time.

As annoying as it is to pay for hostages, this is probably something that needs to be implemented by site command in-character & I think forcing it through a rule isn't the right way to go about it

I'd be bankrupt considering every time I log on SCP-RP and go AFK, when I tab back in an hour or two later, I've somehow ended up in the CI base without fail
yep any afk foundation person is instantly kidnapped by ci
