Make VChat active the "is_typing" flag

What does this suggestion change/add/remove:
Update the VChat plugin that our chat uses to activate the "is_typing" flag from base GMod chat

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I'm aware of

Possible Positives of the suggestion (At least 2):
-Let's pac3 users make custom chat animations, i.e holding a chest radio for /c comms

Possible Negatives of the suggestion:
-Dev Time
-May be less simple to do that I expect
-may have unforeseen consequences

Based on the Positives & Negatives, why should this suggestion be accepted:
Would be a really cool element for new animations on Pac3s, using lots of different animations when accessing chat.

So pac3 events (the ones that hide things when certain coniditions are met) have an option to set the event to "is_typing"
This event is only activated when you're typing something in chat, currently the custom chat CN uses doesn't activate that event.
