Denied MC&D update

MC&D should get anomaly destruction beams, or like a base so they actually are a GOI like GOC, Foundation and the CI, cause at this moment in time they're only able to sell to foundation and they cant really sell scps because they will just be stolen off of them so we need a place to store them.
