Rule Suggestion Metagaming in Silent Breaches & SCP-079 Handling

What does this suggestion change/add/remove:
- SCPs that breach silently should not be visible, or at least not mentioned in IC comms, via the ERT phone’s 'X SCPs are breached' mechanic, unless they have been detected in character and that information has been communicated.
- That players may not hack or recontain SCP-079 solely based on silence or lack of response within his silent breach time, and must have in character justification (e.g., observed major or evident tech interference frequently associated with 079) before entering or acting against his containment.

Has something similar been suggested before? If so, why is your suggestion different?:
Similar concerns about metagaming and breach mechanics may have been raised, but this suggestion focuses on two specific mechanics that currently undermine stealth breaches and RP consistency.

Possible Positives of the suggestion (At least 2):
- Encourages better RP by requiring players to base their actions on observable in character events rather than meta knowledge.
- Makes stealth based SCP breaches (especially involving SCP-079) more viable and rewarding, improving gameplay variety and balance.

Possible Negatives of the suggestion:
- Enforcement might require more admin oversight to ensure players are following the new rule regarding SCP-079 and silent breaches.
- Some players may feel restricted if they are used to relying on the tab menu or breach count to inform their decisions.

Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion strengthens the roleplay foundation of the server by ensuring that players act on in character information, not out of character tools or assumptions. It helps eliminate common metagaming behaviors that disrupt stealth breaches, especially in the early game for SCP-079 before he can even do anything.

Furthermore, SCP-079’s silence is not suspicious, it is canon. According to SCP-079’s official documentation, he frequently refuses to speak with researchers, who are instructed to wait 24 hours before trying again. This behavior is completely within character and should not justify immediate recontainment or hacking without supporting RP evidence.

Though implementing this may require minor policy enforcement, the tradeoff is a fairer, more immersive experience for both SCPs and Foundation personnel.

Speaking as a former E-11 CPT, this is a very valid suggestion IMO - My only issue is how you realistically enforce this? You can't really enforce metagame or any rule for that matter without tangible proof, which is difficult in the case of 079 unless it's extremely blatant.

I agree that the playerbase are far too reliant on metagaming against 079. I feel like these rule changes should accompany content alterations, but I'm not sure what would need to be changed that would be reasonable and fair in this situation.

remove teamspeak, remove tab list, remove names above heads, remove numerical health, make a civil networks representative sit behind every player while they are on the server to make sure they dont metagame and make metagame punishable by death, finally remove DEA and Nu-7 and add B-1 back. Roleplay is saved

Server relies too heavily on 079 Metagaming for 079 Recontainment. Especially with overall 079 Nerfs, the least that could happen it to explicitly unallow as much metagame as possible from this.

Something like "I heard a door open" would be nearly impossible to enforce. But players having to provide a reason for hacking 079 back into CC other than (he's too quiet) would be very nice. People just rely on "Well I tried speaking to 079 and he didn't say anything back" to determine if he's there.
