What does this suggestion change/add/remove:
Adds an item like the briefcase but with the ability to put in-game cash in and out (or allows this to be done with the regular briefcases as they currently exist on the server).
Has something similar been suggested before? If so, why is your suggestion different?:
I have never heard of anything like this or seen it, but it's a good idea so I wouldn't be surprised.
Possible Positives of the suggestion (At least 2):
There is a common enough problem with money as it currently stands on the server, that it is an entirely OOC affect mechanically whilst still used in many in-character scenarios. This suggestion is a direct intent to bring an in-character mechanic to money without changing it's current abilities.
Think of this scenario for a moment:
You are a CI doing a deal with SOP, they have a CI hostage, you give them a reasonable amount of money for said hostage (as following the negotiation guidelines), however SOP here decide to start shooting to win twice (getting the money and killing the hostage and the CI) - in this scenario the SOP fail, CI wins the fight and saves their hostage and all the SOP are dead... however here is the issue:
This suggestion is an attempt to fix situations like this, hostage negotiations and other in-character uses for money, and create further RP that is not possible with the current system by allowing a person to put a set amount of money into a briefcase that can only be unlocked with the code or with a hack (as normal briefcases are). It is to fix the situation where even thought one side "died and lost" that they still magically have the money because it is mechanically treated as an OOC asset despite being used in tons of RP scenarios.
Thank you for spending time reading this, I truly want opinions on how this may be bad so I can tweak the idea itself.

Possible Positives of the suggestion (At least 2):
- Allows in-game money to be a physical entity for a short while for RP scenarios.
- Stops those situations where a person will get given money but then break their end of the deal, as they know that even if they die / are arrested that they'll keep it.
- A person may lose the briefcase with some money (this is not a real negative, I couldn't think of any negatives, it's a choice to put money into a briefcase.

- SOP still got the money, SOP lost nothing from that interaction beyond their lives which they will just respawn and Foundation nor CI are likely to treat with any importance. Overall, in that situation where SOP messed up in their choices and combat they still came out on top.
