Based on the Positives & Negatives, why should this suggestion be accepted:
Suggestion adds a sense of RP to open comms, a place where it is kind of a free for all do whatever you want situation.
Require the Foundation, the Chaos Insurgency, and the UNGOC to request communications with each other before they can start negotiating / communicating / info breaching.
Allow open comms to be closed so that the line can be no longer used. The ranks that can close it do not need to be included as to not be super strict on rules to take away from RP, but in character policies would probably be made for this.
When requesting comms with F, CI, or UNGOC, it will immediately be assumed that the comms are to SOP-C/Delta-Command/UNGOC CO and the people who can see those comms. It does not make sense for CI to have a direct connection to chefs, tech experts, cadets, or anyone who's job does not pertain to leaving the facility.

Possible Positives of the suggestion (At least 2):
CI sometimes gets upset when a raid fails or something or that sort, at least on the NA server, so they go ballistic and decide CI>F SCP-008 O5 Administrator is a good idea. This would cut back on that and make it easier to clean up in RP instead of just mass class-a'ing the site and dismissing it.
Foundation has the ability to close / open comms when they feel that negotiations are over / infobreaching is about to happen / CI is just "yapping" in the communications channel.
Possible Negatives of the suggestion:
Some minges / evil RPers may close comms so that they don't have to RP with the other faction. They can be dealt with easily by staff though if they are not roleplaying.
