Content Suggestion Perma Weapon Toggle in Spawn Menu

Content Suggestions will be reviewed by Content Team weekly, please allow time as not everything can be reviewed at once.
What does this suggestion change/add/remove:
Add an option in the (re)spawn menu to enable/disable your currently selected perma weapons. This would be a simple toggle for each currently selected weapon (separate toggles for separate weapons, so e.g. you can select to only have a pistol and no primary).

This would be similar to the option to switch between loadouts that is available for jobs like SRU. Changing this selection would take effect as soon as you hit the spawn button, and would remain the same until you changed it again.

There would also be an option in the armoury NPC menu to do the same thing while alive, so you don't have to respawn to change this if needed.

Has something similar been suggested before? If so, why is your suggestion different?:
While changes to perma gun spawning have been suggested before, this specific change has not been suggested.

Possible Positives of the suggestion (At least 2):
  • When on non-combative jobs, people can choose to spawn without their perma weapons to avoid the constant issues of being checked for weapons and having to clarify they are permas (or getting arrested by ISD that don't understand it).
    • Permas can then be considered to be equipped in-character, rather than being considered "not there" in the currently confusing way they are dealt with. If you had the option to spawn without your guns as e.g. an Engineer and chose to have them, you might then be arrested for ISD for having them instead of the current stupid system.
  • When on jobs where a perma weapon replaces a loadout weapon, people can choose whether or not to have their perma or not. Their job loadout weapon may be better or preferred over their perma for some jobs, and having e.g. an M60 get replaced by an ARX can be annoying.

Possible Negatives of the suggestion:
  • Dev time
  • The perma weapon system is already broken AF and changes to it may make it worse. This isn't an actual problem if you just fix the problems instead of ignoring them.

Based on the Positives & Negatives, why should this suggestion be accepted:
This would be a good QoL change that would be useful to a lot of people. It would also remove the current stupidity around what is essentially enforced FailRP when it comes to weapon checking non-combatives, because they would now have the option to equip them or not before they spawn in.
