adds a private investigator job
possibly removes parawatch

gives this job a spy card and makes it so they can break in and investigate

Based on the Positives & Negatives, why should this suggestion be accepted:
it should because it adds more rp to not only surface as how they can accpet jobs to go in and get certain things from all bases but, inside they also have to be more careful from now on
