Quests Rework

What does this suggestion change/add/remove:
Adds a timeout to quests (suggested around 5-10 minutes)
Remove practically impossible quests

Has something similar been suggested before? If so, why is your suggestion different?:
Not to my knowledge.

Possible Positives of the suggestion (At least 2):
Makes the quests actually possible to do consistently, as no one wants to do kill quests, and you basically can't do the cl5 document quests. Improve the experience of new players, allowing them to level up and play the jobs they desire to play.

Possible Negatives of the suggestion:
Could be too easy to get d-class xp.

Based on the Positives & Negatives, why should this suggestion be accepted:
You should accept this suggestion as currently all the good quests get taken, and the quests are soft-locked until someone takes the quests, and either completes them or cancels them. This suggestion would make the quests not get clogged up as easily.

The only good class-D quests are getting scrap, getting samples (since human blood counts) and possibly the one where you need to go to an SCP chamber.
Assasinations, the crafting one and killing a gensec are mid (either its difficult, not worth it or the guy you have an assasination on doesnt even have to be on D-class anymore or is in some hour long test in LHCZ).
The rest are horribly not worth it (like the keycards except like L1 or maybe L2), just straight up impossible (like the documents) or both (like come on, you are not killing an MTF member unless there are 20 players on or you get horribly lucky, same for RSD except they dont have a gun at least).
You can easily see which quests the playerbase doesnt want to do cause they are stockpilled on the NPC like 10 minutes after a server restart.
I'm fully for a full rework of the quests. +support
