Possible Positives of the suggestion (At least 2):
More in-game radio usage for departments that don't rely on TeamSpeak (IA, GSD, DEA, Medical, etc)
Can't metagame with an in-game radio, since you cant talk when you are dead.
Possible Negatives of the suggestion:

Based on the Positives & Negatives, why should this suggestion be accepted:
Lots of people just plainly don't like using Teamspeak, so having the in-game radio as a communication option ensures effective voice communication can still occur within their department. Hopefully, this will improve coordination between members of departments like GSD and IA.
The following improvements are suggested for the in-game radio:
- The radio should resume its previous state upon respawning; namely, it should keep the frequency & stay powered on/off when you respawn. Currently, it keeps the frequency but your radio is powered off when you respawn, and it's easy to forget to turn it back on.
- While the radio is turned on, a small HUD element in the corner should appear denoting the current frequency & if you are transmitting. Nothing fancy, just some text in the corner to let people know "Hey your radio is on and ready" without having to take it out to look.
- A set of console commands to control the radio would be useful for creating radio binds to automate setting radios. Currently, there is one command (radio_toggle) that acts as a dedicated PTT for the radio (the default key is b, but you can bind another key to this but cannot change it). Having separate commands for power & frequency would be a good quality of life change if nothing else.
- Change the SWEP description to denote the 'B' key for push to talk, as it's not advertised anywhere and it is usually discovered when the radio keys up while you are typing something else.
