Denied Remove insta-kill weapons from 914

What does this suggestion change/add/remove:
Removes all insta-kill weapons from the 914 pool, or makes them massively more limited (e.g. only one per hour can be made).

Has something similar been suggested before? If so, why is your suggestion different?:
Not that I am aware of.

Possible Positives of the suggestion (At least 2):

• Improves balance - no more dumping 50 weapons into 914 for guaranteed Freedoms
• Massively improves downtime recovery - no more having like 5 D-class in disguise all with Freedoms where you can't in RP ever ask them for ID or anything or they just insta-kill you every time.

Possible Negatives of the suggestion:

• People get less Freedoms and whatever and are a bit sad

Based on the Positives & Negatives, why should this suggestion be accepted:
This would massively improve downtime, as it's really fucking annoying to have so many D-class with Freedoms just insta-killing you constantly.

I think 914's contributions to the combative environment on the server definitely need looking at. I wholly agree that it is fostering some very unhealthy behaviours.

It would be nice to get a bit more variety on inputs and outputs, too, though that isn't the focus of this suggestion.

Could just be during low pop, but either way imo insta-kill weapons need to be way less common, if not outright only available during events.
