What does this suggestion change/add/remove:
Adds a feature where Foundation combatives can end a riot early by completing a full D-block sweep.
A possible implementation of this might be something like:

Currently, GSD can do the most effective sweep imaginable and completely control D-block during a riot, but the second they leave, D-class magically have weapons again, because there's nothing GSD can do to actually end "riot mode". This doesn't make any sense and is a pain in the ass. A system to allow a sweep to actually end a riot would make a lot of sense and make riots generally be actually somewhat RP-based, unlike now.
CT may need to consider the balancing of this, though. I think this change should be made, but it might make sense for other changes to be made to avoid this mechanic potentially ruining the riot mechanic as a whole. An example counter-balance to this would be e.g. making it easier to start a riot in the first place.

- If no D-class have successfully interacted with the scrap dealer within X minutes, the riot ends; or
- If all D-class in D-block have had their weapons removed or have died within the past Y minutes, the riot ends; or
- If Foundation combatives complete an interaction with the scrap dealer for Z minutes, the riot ends
- This would be something like 3 Foundation combatives can press E on the scrap dealer during a riot to initiate a "confiscate" action. If the combatives who start this action manage to survive for X minutes and then leave D-block alive, then the riot ends.

- Sweeps during a riot actually make sense and are effective
- It currently makes no sense that GSD can do a full sweep, strip everyone's weapons and hold the entirety of D-block, but then because the timer hasn't ended, the second GSD leave, everyone has knives and whatever else again and it was as if the sweep never even happened.
- Riots are more RP-based
- RP interactions actually count, rather than it being a simple timer and whatever
