What does this suggestion change/add/remove:
Allow 079 to breach more than 3 SCPs, due to the abuse of Foundation Containment units where they keep SCPs breached to prevent 079 breaching further SCPs.
Allow him to breach at max 5 SCPs because they shouldn't be allowed to use the server system against 079.
This is HIGHLY protected as 079 has a 40 minute cooldown on breaching SCPs meaning that the SCPs have to last a LONG time for them to be of any effect. And the breach tool doesn't work after 3 SCPs meaning that it's still only 079 who can do anything.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
+ The abuse of the system to prevent 079 causing chaos is a major immersion ruiner.
+ Containment teams should not have any knowledge of the Rules so the fact they've been allowed to take advantage of a server rule and using the excuse. "Well no point recontaining them because you'll just breach them again." which is valid however in lore wouldn't be enough to actually contain 079.
+ 079 cannot breach for a long time afterwards, so this mechanic is already heavily balanced.
+ Actually makes 079 worth of the reputation of being one of the most destructive SCPs because currently, he can't do much except activate turrets in medbay, close doors and shoot out a grenade from a dispenser which can't even kill the average person.
Possible Negatives of the suggestion:
- SCP Breach complainers will always complain about SCPs being breached too often. I have to remind them, this is CI's fault, not the SCP system or SCPs in any way.

Lack of SCP changelogs recently, need to buff SCPs to keep up with the combative buffs and improvements otherwise SCPs are gonna stay extremely weak.
