What does this suggestion change/add/remove:
More RP for SCP and E-11. Ultimately allow the SCPs that have a 4+ hour to have a CHANCE to get breached when a blackout happens. Not a confirmed chance that it would happen. Just gives them a chance.

Has something similar been suggested before? If so, why is your suggestion different?:
I don't believe so with what i've looked through already

Possible Positives of the suggestion (At least 2):
Increase in RP for more than just normal jobs like Gaurd, Doctors or Reasearchers

Possible Negatives of the suggestion:
Not agreeing with it?

Based on the Positives & Negatives, why should this suggestion be accepted:
Because it is SCP-RP. If it is focused around RP then realism should fit in there without a doubt. If power shuts off then surely a door that is containing an SCP should fail. Focused on realism but being fair only 1 door should be opened at random for an SCP that is flagged on. This ensures that SCPs along with everyone else is still having a sense of RP. Yes breaches cause chaos and haults certain jobs but it is completely reasonable as it is... SCP-RP.

It makes perfect sense in terms of rp and makes the rng chance fair and that no one can abuse the system.
It also adds to the fact that some people are just waiting for stuff to happen, so this adds to the overall role-play of the server further improving it.

If they get breached via a blackout, I think it should remove the SCPs breach tool. I thought about how unbalanced it would be for CI to get an easy breach during a raid, but I think reactor is 3 level 5s in a row, so I think its acceptable and gives more value to a CL5.

However just normally turning off the lights shouldn't breach them(not that you suggested that, but a specification would be in order), since that would be really easy to spam. I'd also say a cooldown should be put in place to prevent CI from constantly doing reactor holds, maybe like an hour long cooldown or something. It'd also prevent 079 from creating a blackout during a breach after CI.

I could see this extra breach being useful after 3 SCPs are out, either by 035 or 079 hacking the reactor. The RNG could maybe use SCP level, sort of like ERT and combat levels, but it should also probably favor less breached SCPs like 966, 096, or 939(if flagged on).

I'd definitely have to see how it functions in the game, since having constant single breaches over and over paired with a blackout would kind of suck over time, but might be fun on occasion.

Also try to specify a bit more in the 'what does this change/add/remove' section instead of the pos/neg, since thats usually where the bulk of the suggestion is written out. This would definitely not add more RP, but would be neat for immersion, add some value to CL5 cards, and to hacking the reactor room.

Mind expanding your suggestion more only thing i can make out is that you want 1 additonal breach when reactors turn off or a blackout occurs?
I'm no person to speak for him but what I believe he is saying is when someone has been on a SCP whitelist for four hours or longer they will get breached during a rolling blackout. It seems he just wants it to be one random SCP that breaches even if this criteria is met by multiple SCPs.
