What O5 role are you applying for, and why (give the specific O5 number):

I am applying for the O5-3 role as "The Prefect". During my time with the foundation, I have done many roles within the foundation, however, believe that it is time to pursue a new path within the Foundation. I believe that by joining the O5 in the role as "The Prefect", I can increase the RP provided, particularly around the areas of Tribunals and Document work. I believe that I currently work really well with all the members of the Council, and I have good relations with the assistants under the O5 as well.

What makes you the best candidate for the O5 Council?:

During my tenure as both an Ethics Committee Member and as Chairman of the Ethics Committee, I became recognised as the peacekeeper amongst the Committee and worked closely with other departments to resolve issues that arose. When departments had issues with other members of the Committee, or the council, they frequently came to me for guidance and assistance in resolving the issue. I am an active member of the Community, and well known amongst experienced players both in my staff role and in my in-character role. On average, I have 2-4 hours of playtime a day, sometimes going up to 6-7 hours.

I have a demonstrated history of document work, including the launch of the new Code of Ethics, which was re-written with the redeployment of the Code of Ethics and Code of Conduct, as well as my document work around tribunals, with the recent Walnut tribunal summons being part of my document work.

I also have a demonstrated history of being consistent and dedicated. Since my appointment to the Ethics Committee in September of 2022, I have not until now pursued any other roles in the foundation and have constantly worked towards the betterment of the role I held.

What are the responsibilities of the O5 Council in RP?:

1. Oversee the Site, and provide guidance to Site Administration and to the Departments about the proper running of the site;
2. Provide orders to Alpha-1 and utilize them to combat Hostile GOIs, Investigate Code of Conduct Violations and other purposes as determined by the Council;
3. Provide orders and guidance to Overseer assistants, including conducting department reviews
4. Constantly reviewing the Code of Conduct and making edits when needed.
5. Ensure all departments are performing their duties to the required levels and towards the achievement of Foundation Goals.
6. Oversee and co-ordinate sitewide disasters, including by authorizing Advanced Armory and Code Blacks.

Early Life

[Redacted] was born to [Redacted] and [Redacted] [Redacted] of [Redacted], [Redacted]. His Father, [Redacted] was a retired Army Officer, having served a number of tours in the Gulf War. His mother, [Redacted], was a home maker, who stayed at home and looked after "Canoon" and his two younger brothers. Upon entering school, [Redacted] was an average student. He did not excel at academy or sports, but rather kept to a small group of friends.

Military Experience

Upon completing high school, [Redacted] joined the United States Army, just like his father, and his father’s father before him had done. After completing basic training, [Redacted] was deployed to Iraq, where the Islamic State's war against the civilised world was in full swing. It was during this war, that "Canoon" first came into contact with the SCP Foundation.

Joining the foundation:

Agent [Redacted] was first recruited into the foundation as a GenSec Cadet, at the opening of the Foundation's newest site, Site 65. [Redacted] initial duties were in D-block cells, keeping order amongst the prisoners. After a period of arduous work, and with the recognition of his superior, [Redacted] was promoted to Officer and assisted in the security escort for researchers conducting tests throughout site 65. It was during one of these tests [Redacted] became aware of the Department of Intelligence, having heard the rumours of its existence but not encountering them in his day-to-day activities. Interested, [Redacted] spoke to his superiors who laughed off his interest, telling [Redacted] "You don't pick them, they pick you".

Joining Intelligence:

A few days after this conversation, [Redacted] was patrolling through the Light Containment Area returning to D-block when he was approached by a man in a strange outfit. [Redacted] had seen many diverse types of uniforms in the facility, but this was something new. "Are you [Redacted]", the male asked, to which [Redacted] stated that he was. Unease started to fill [Redacted], was this the dreaded termination from the foundation that he had heard about? "1800 hours. Personal Wing. Be there" the male said before walking away.

1800 hours came around and [Redacted] stood in the eerily quiet Personal wing. The soft hum of nearby computers could be heard, but there was no person was in sight. "Great", [Redacted] thought, "My GenSec buddies have pulled a swift one on me and now I've missed out on dinner". Convinced that he had been had, [Redacted] reached into his pocket to pull out his ID card to start making his way to bunks when the world suddenly went dark.

Upon coming to, [Redacted] shot up and realized that he was not in a part of the facility he recognized. The light was a lot dimmer, the paint job on the wall was shoddier, and the room smelt of old carpet. "So, you want to become an operative, [Redacted]?" The voice was cold and matter of fact. [Redacted] looked around the room and observed a man, sitting on a desk on the other side of the room. "Who are you?" [Redacted] asked. "Surely that should be clear by now. How else do you think we were able to pluck you from the middle of the facility during operating hours" the voice responded. It was from that night, that [Redacted] began his operative training.

Operative Training:

First Operation:

Training was complete. Months of challenging work, hours of sweat on the PT course had let to this, his proving mission. The objective was simple enough. Go to the nearby town of [Redacted], break into the local sheriff’s office and establish a link between their systems and the Foundation's, and get out. Simple really. The consequences of failure were made clear from the start. A member of the Mobile Task Force unit NU-7 was observing, ready to eliminate "Canoon" if he was caught.

Exiting the facility for the first time since arriving at Site 65, [Redacted] stumbled into the cold snowy night and to the nearby town of [Redacted]. Looking through his foundation issued binoculars, [Redacted] did not observe any persons walking around the town, and apart from the flicker of fireplaces from the various houses, observed no signs of human habitation.

As [Redacted] closed in on the Sherriff's Office, he gained his first look inside the office. Basic, single computer setup with a cell at the back. "Easy", [Redacted] thought. "What’s the worst that can happen?". Approaching the door to the office, [Redacted] turned the knob slowly, causing the door to open with a loud creak. After going through the door, and closing it again, [Redacted] made his way to the computer and immediately got to work. His work was made easier by the fact that the computer's password was on a post it notes next to the device.

Three minutes later, the job was complete, and [Redacted] did a sweep to ensure that there was no trace of his presence there. Upon exiting the house, a male approached him "Hey! Who are you! What are you doing in there!" the voice yelled? Panic set in. This was not part of the plan. This oaf is going to wake up the whole town and [Redacted] brain matter is going to be scattered across the snow behind him.

Thinking quickly, [Redacted] pulled out his Class A Amnestic Spray and dosed the male to his face, before turning and running for the hills. Whilst running to the hill, he heard the distinctive sound of *Crack*. Turning around, the male, who was one minute standing up looking confused, was now spread out on the ground, Blood oozing from his head. Upon turning around back to the hill, [Redacted] observed the NU-7 approach him. "No witnesses" the MTF said. "We can't chance them knowing what happened".

Promotion to Agent:

Several more months passed, but the memory of that first night stuck with [Redacted]. The news had passed it off as a hunting accident. The "Hunter", conveniently placed into position shortly after, became the fall guy for the incident. Only a few were aware that the "Hunter" was in fact a D-Class male that was given the option of either taking the fall or becoming ... lunch to an SCP. Ever since that night, [Redacted] had been involved in a number of counterintelligence operations against the local branch of the Chaos Insurgency. Keeping Foundation information out of their hands was the day-to-day job of Operatives.

As time passed by, [Redacted] continued to excel at his job and was promoted to Agent. Now with more responsibility, including the interrogation of "Spies" that had made their way into the facility, [Redacted] had settled into the role which he didn't even fully know existed 6 months prior.

Ambassadorship

After several months of being an Intelligence Agent, [Redacted] was promoted to the position of Ambassador of Intelligence, a more administrative role within the Department of Intelligence and the Foundation in General. Not use to sitting at a desk, it took [Redacted] some time to adjust to the new lifestyle, as well as to the wealth of information that was now at his fingertips.

Over time, [Redacted] has gained a greater understanding of the goals of the foundation and provided him with a rare insight into the working of Site-65. [Redacted] has also assisted in the development of new agents, following in the footsteps of those that have gone before them.

Assistant to the Ethics Committee

Whilst walking through the Corridors of the Foundation, [Redacted] was approached by two men in black tactical armour and summoned to the office of the Ethics Committee. [Redacted], not overly familiar with the role of the Ethics Committee, but well familiar with the Foundations euphemisms, feared he was about to walk into his execution.

Following the two men, [Redacted] was led to a non-descript office near the personal wing of the foundation and asked to sit in a chair, with his back to the door. A short time later, a man entered the room and took a seat opposite [Redacted].

"Do you know why you are here?" the man asked in a cold tone. "I've made a terrible mistake and I’m about to pay for it?" [Redacted] replied in a worried tone. Laughter came across the table. "Do you think I would be here if I wanted you terminated? You would not have made it out of your bed this morning if we wanted you killed." At that point, the man opened a binder and [Redacted] induction as an Ethics Committee Assistant began.

Leaving the room, [Redacted] head spun. Never in a million years did he thing that he would be in such a position. To assist in making decisions of the foundation was not an aspiration that he had when he joined the Foundation. Walking to his new unit, a single room in the administrative side of the facility was a far cry from his days in the barracks.

After several weeks of induction training, [Redacted] began his new role as an Assistant to Ethics Committee, learning from some of the best members of the Committee about the Code. During this period, [Redacted] acquired his medical degree and was recognised in the foundation as Dr [Redacted] and used his newfound knowledge to assist the Committee in understanding the medical aspects of the foundation work.

Member of the Ethics Committee

Whilst pouring over monotonous paperwork that an Ethics Assistant goes through on a daily basis, [Redacted] felt a presence behind him. He was use to people walking around the assistants area, but this felt different, like the life had been sucked out of the room. [Redacted], concerned that an SCP had escaped, slowly turned around and observed four members of Omega-1 standing behind him. [Redacted] was use to them being around, it was part of the day to day life of an assistant to be watched by Omega-1, but this was different. "Come with us", the officer said.

Standing up slowly, [Redacted] grabbed his coat and followed the officer into the main ethics hallway, and down into the Chairmans office. Upon reaching the door, the door opened up and the entire Ethics Committee was present. [Redacted], having worked with many of them in the past, recognised most of group, however, there were a few unfamiliar faces. "Come on in, [Redacted]" stated the Chairman. [Redacted] walked slowly into the room, observing that there were even more members of Omega-1 in the room. Was this the last few moments of his life?

The Chairman, sensing the unease in [Redacted], began by informing [Redacted] that he had been selected as the newest Member of the Ethics Committee, and was to be appointed over the ethical judicial section of the Committee. [Redacted], not believing what he was hearing, didn't believe what he was hearing until he received his level [Redacted] key card, granting him full access to every part of the facility.

The days and weeks after the meeting were a blur, with multiple inductions and training sessions conducted to ensure that [Redacted] was up to date on the workings of the Committee. His first task, the investigation of an Internal Affairs Ambassador who had been caught dropping classified information outside the foundation for CGITV operatives to locate. It was from this task, [Redacted] learned that justice never sleeps.

Chairman of the Ethics Committee

After many months of hard work, and with the departure of the former chairman, [Redacted] was voted by the Committee to become the newest Chairman of the Committee. It was, in many ways a surprising vote. [Redacted] had learnt in his time in the Committee that members and chairpersons come and go through voting, and observed many period of turmoil in the Committee. Upon accepting the position of Chairman, [Redacted] proceeded to restructure the Committee, allowing for more independence of its members, and to orientate itself as a true force within the Foundation.

It was during this time, [Redacted] met the [Redacted], the secretive boss of the foundation. A visit by the [Redacted] only met one of two things. Either someone was being removed, or someone was being promoted. During his tenure, the [Redacted] only visited twice, right at the start of his chairmanship, and at the end.

Return to Member

At the conclusion of his 3 month tenure as Chairman, Canoon returned to the position of Ethics Committee Member. Whilst the [Redacted] had offered him a generous retirement, [Redacted] believed that he still had good to do within the foundation, and began working closely with the members of the [Redacted].


Accession to the [Redacted]

It was during a breach the ascension occurred. The sound of gunfire, echoing through the Ethics Committee wings. "Typical", [Redacted] thought, "When you want to get work done, the SCPs want to come visit". Attempting to distract himself from the sounds, [Redacted] put his noise cancelling headphones in, oblivious to the group of soldiers standing behind him....
