What does this suggestion change/add/remove:

Possible Positives of the suggestion (At least 2):
[There will be more breaches, which is good for the scp team, as this will encourage people to play scp more, lets be honest sitting in the cells as an scp isnt exactly fun. This will also provide players with a new team with new and diverse gameplay, providing players with an opportunity to side with the SCP's.]

[Constant breaching can and will make the game more dull for research positions, and D class.]
Based on the Positives & Negatives, why should this suggestion be accepted:
[I believe serpents hand can either be an event team, or a perm team. This change will provide the server with more content, and give the SCP's more opportunities to breach. The scp's breaching could also provide more players, as many players do not want to sit in their containment cells, and wait 1 - 9 hours to breach. Serpents hand would provide a more diverse gameplay compared to CI or MTF, as siding with the SCP's is much different then containing them, breaching them for a raid. With more SCP's breaching it can also be a good source of SCP xp which is limited, as most of the SCP exp comes from breaching, and since players dont breach often it can take a very long time to gain levels as an SCP.]
Lore rundown - The Serpent's Hand believes that anomalies should not be confined or controlled but should instead be embraced and understood. They view the SCP Foundation as a suppressive force that seeks to control and exploit the anomalous.
