What does this suggestion change/add/remove:
This suggestion will swap the sniper license requirement from Special agent over to Field agent, since the special agent no longer has a sniper rifle in their loadout they should not require a sniper license to exist and since the field agent does have a sniper they should require a sniper license to exist.
Has something similar been suggested before? If so, why is your suggestion different?:

I see no negatives to this it just makes logical sense to swap these over.
Based on the Positives & Negatives, why should this suggestion be accepted:
I believe this should be accepted because logically you wouldn't have a sniper license for a job that has no sniper and you do require a sniper license for a job that does have a sniper.
