What does this suggestion change/add/remove:
When selecting Mayor as job, there should be some form of pop up or easily accessible way of seeing what options are available to you. Very basic things like chat commands cannot be found anywhere on the surface, and can't be found (from what I've seen) on the server rules page. Furthermore, as Mayor, you have to intuit what your relationship is to the different bases and factions around the town, how to deal with classified information or valuable items like key cards, or what kind of things that you can tell your officers to do or not do. Cross checking with the rules is the start, but it doesn't instill confidence. More often than not, you have to get your information from factions who are incentivized to keep you uninformed. When someone becomes mayor, they should be well informed on what authority they have, what kind of laws can they make, and how they can best direct officers on how to enforce them. Mayor as it is feels like a civilian with a title and an empty room, especially at first glance.

Possible Positives of the suggestion (At least 2):
It will cut down on confusion and lower the amount of out of character chatter, which will naturally result in more roleplay. Being told about things like "flag on" or how OCOMMS work with other factions by an unbiased and easily accessible source will lead to those systems being used more and being used correctly.

Going into a mayor's office and poking around is a very fun idea, especially to a civilian, and doubly so if it's their first time checking things out. If there was info and writing on the walls, it'll make the room feel a lot more alive. Something like that informs everybody about what can happen with life on the surface, which is naturally good for everybody.

Possible Negatives of the suggestion:
It'll create additional upkeep, and will have to be revised and checked on as the server changes. When rules are updated, the information will have to be updated. It will become a part of the server which will require occasional maintenance.

Also, a mayor that knows when they can arrest can lead to a mayor that is more often than not looking for reasons to arrest people. This change does not add rules, but it can change the balancing of regular gameplay due to an increase of proficiency with the class.

Based on the Positives & Negatives, why should this suggestion be accepted:
Having a good mayor in town makes things more exciting for everybody. It's exciting to rangers who are looking for leadership and objectives to complete. It's exciting for civilians as most of them are new players, and being greeted with a strong authority figure who lives around where they spawn gives them something definitive to interact with, especially as laws are created and effectively enforced. Anything that makes the town feel more alive is a good thing.

Thanks for taking the time to make a server suggestion. The mayor on surface is generally what you'd expect from a DarkRP mayor, and it being level locked to 50 requires you to have quite a lot of experience on the server. By the time you do have access to the mayor position, you should generally know how the server functions and have experience within the server. Adding a "how-to" guide is seemingly unneeded at this time.
