Character name(s):
-A1 LT "Steele" (My Main)
-Ethics Assistant Heinrich van der Meyer

Prevously was:
-Exec. Researcher Guest Rosswell

Civilian name: David Berger
What server are you applying for? (SCP-RP UK or SCP-RP USA): SCP-UK

-Alpha-1 "Red RIght Hand" PVT-LT
-Nu-7 "Hammer Down" PVT-PFC
-Epsilon-11 "Nine-Tailed Fox" PVT-LCPL

Have you received any kicks/bans/warning? and why?: -Fail RP for not listening to MTF e-11 as a researcher. A kick because I was stuck in a death loop. Fear RP because I didn't listen to CI whilst a gun was pointed at me (I think). Finally ARDM because I stabbed a few d-classes as a tech expert

What O5 role are you applying for, and why (give the specific O5 number): O5-2 (or -3 if kevin begs for -2 spot)
I've wanted to toss my hat in the ring for a while now, i feel like if i get this done and given a verdict (either accepted or denied) i'll be able to see what i can improve on for next time if denied or prepare for a big change in my position (depending on the verdict) I'd love to listen to what could be improved to i highly encourage feedback to see what i can do.

What makes you the best candidate for the O5 Council?:
Firstly, I won't claim that I am the best, nor will I suggest that all other applicants for this role are weaker than mine. I want to clarify that I do not consider myself the best yet, as this is my first time applying for a position at this level. I am willing to put in the effort to learn how to be the best.

I've had experience in serious roleplay within and outside of civil networks. My best work I've done within the community, roleplay-wise, would be as Guest Rosswell (hence why I am a game master currently), quite possibly some of my favourite work I've done within the server. I have experience working alongside the O5 Council in both my roles as an A-1 LT and an OSA; however, I must stress that I have more experience with the A-1 side. With information I've gathered from both of those sides, I would know how to act and conduct myself as an O-5 member.

I've also studied the official site command guidelines to gain a better understanding of the job's IC and OOC responsibilities. I always try and remain committed to my characters I play, trying to get a general reading of the room on how the character is interacting with others and tweaking some of the lesser components of that character if it affects how people react with others within the departments.

I've been an active member of the community since my return about seven months ago, only taking a few days off now and then to avoid burnout. With that being said, I will continue to be committed to the server even if I am not accepted.

With my spare time I do try and learn more about the SCP lore through either browsing the main SCP website or watching some of the deep-dives on YouTube. Like recently I've watched a video on the countless "origin" stories for Doctor Wondertainment, which I found pretty fascinating.

I may not be the best candidate, but I'm willing to learn. This could involve planning with other council members, collaborating with the server leadership, or gathering feedback from other players about their expectations for an O5 council member.

What are the responsibilities of the O5 Council in RP?:
As the site's highest authority, council members are to be the main instigators of role play. For example, they can assign medical or research projects, providing a foundation for members to work from and allowing their creativity to guide them. However, they also have some set guidelines on who they have full authority over. They have complete oversight over the OSAs (Operational Support Agents) because they're their emissaries, meaning they represent the council's interests and directives. The OSAs act as the council's eyes and ears, basically being the mouth of the council too. The council are to think up orders to give thier assistant for them to complete or give them orders to go out and gather information that the council will find interesting or a serious matter that needs to be dealt with.

The Council also has command over MTF Alpha-1, which serves as the Council's right hand, meaning it acts as a crucial support unit that carries out the Council's directives. Similar to the OSAs, the council can issue orders to members of this regiment for them to complete. Those are the people who do the dirty work of the council as well, such as 'clean-up' operations, kidnappings and interrogations. The council uses them in the IRP to create fun for both site personnel and the regiment itself be it through trainings, cross-trainings, patrols or orders.

They also work closely with site admin and research to make sure they are doing their jobs well and on time. Because the council has a presence on the site, their authority ensures that site staff maintain high standards. But the council doesn't care how things get done as long as they get done, whether it's through unusual means or working with ethics, as long as the results meet their standards for efficiency and effectiveness.

Ultimately, they are also there to activate the "Hail Mary" if ERT has failed (usually) multiple times. They make sure that humanity is protected in the case the site is ever lost to those within the containment cells. This is achieved by activating the Alpha Warhead, which is designed to destroy the underground section of the foundation, ensuring that nothing contained within the facility can escape to the surface, in accordance with the mission statement.

These are but some of the RP requirements for an O5 member. I may not know them all, but I am more than willing to learn about them if I am accepted.

What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
Outside of thier roleplay responsibilities, the O5 Council, as their name suggests, oversees the operations of the Foundation. Most of the time they use thier proxies like Site Administration (SA) to manage the site. They work with the site's administration and the Ethics Committee to talk about possible site policies. One of these is the firearm agreement, which allows Class 4 personnel (who are not in combat roles) to openly carry a sidearm for their safety. But there are some rules in place to stop CI raids, like the rule that the main HCZ blast door and the secondary blast door in the LLCZ must stay closed. These rules are mostly there to make the role-playing experience better on the server, since the council members are some of the main people who make role-play happen.

The council also decides which applications get to be the site director, since the position is one of their main proxies. The Overseer's Assistant, because they have to work closely with the Council and the Alpha-1 Commander due to it being someone who has to act as the head of their right hand. They can also talk, share their thoughts, and vote on other Overseers' applications.

When problems come up, they should help site administrators, but they shouldn't micromanage because their job is to give support and advice, not make decisions for the administration. The council's job is to help site administration when things get tough. They are not meant to be in charge of a department. The only time this rule doesn't apply is when a department is shut down. In that case, the council may temporarily take over management duties to make sure that the remaining staff can keep working and get the help they need.

I haven't gone over all of the duties, but these are the main ideas for how the council should act from an OOC perspective. But I will say that a council member should always think about the server's health before doing anything big, like starting an AO war or changing the rules. Most importantly as it's a Cl5 position you must know when to seperate IC from OOC as this could lead into decline in server health and a bad representation of the council.

Please give some lore about your O5 character and what storylines they would be involved in:
O5-3 The "Archpriest"

Choosing of his Personal Assistant:
This would mainly be a short series of events for having someone becoming his Assistant, it would involve having the 2 making a blood pact (blood brother's style) basically outlinine the terms and services of being his Personal Assistant. Mainly just blood gathering, general OSA duties and organising Small Ceremonies in celebration of the Blood Circle.

Rivial of the Blood Cricle:
The idea of this would be remaking the Blood Circle but with a new spin, instead of having it be a band of cannibalistic high society people it would be a group who'd be working closely with my Overseer, to futher his scope of the foundation and more than likely to have small Meeting/Celebrations like he once did with the Original blood cirlce. (Informants [think like how cade had the Void People] /Project Developments)

I haven't gone over all of the duties
List all the duties mate, It's a CL5 app you need to show everything you know for the people reviewing to be able to make a proper judgement.

Not gonna give a full support or anything because I've not played in months. I'd just say if I was looking at an app like this I would be looking for a lot more experience than your highest ranks being LT and OSA. Obviously, it says you can apply from LT but I don't think having been in these roles that being an LT gives you the experience you need from an OOC/Management point of view.

Other than that the app is alright, and you're pretty good from an RP standpoint if I remember you correctly from when you first played you were pretty decent. Just personally I'd be looking for a bit more experience especially with other applicants being so strong right now. I'd recommend either grinding through A-1 ranks to around Major or so, failing that go for Site Admin or a more administrative-related role, because you're set from a council experience standpoint but as I said management from being an A-1 LT to O5 is an insane jump.

Best of luck anyways fella

I appriciate the Feedback Grong, and i'll agree that the other applicant is much stronger than mine. I can edit mine when i wake up. once again feedback like this is more than helpful for me for future refrences and what not.
