What Ethics Committee role are you applying for, and why:
I am applying for the role of Ethics Committee Member to reactivate my presence in senior roles on the server and begin the restoration of the Ethics Committee as a whole, ranging from their overall presence to storyline arcs to provide engagement for all members of site to participate in. For some context, I resigned from Site Director as I believed I had achieved my goals for the role by restoring Site Administration to its respective quality and I was just going back to work after a month off. Of course I had initially pre-empted a hefty workload for myself however it is proving to be very minimal therefore I know I will be able to use the role to its full potential without external consequence.
The circumstances for this application are mainly aimed towards relighting Omega-1 and Ethics' place on the server as for a recent period it has been almost absent and lacklustre, not due to anyone in particular and just overall inactivity both in terms of Roleplay quality and general presence on the server.
I feel the best way of making my intentions clear are to comment their duties directly from the Site Command Guidelines.
For my whole tenure as Site Director, not once was there a Tribunal post used in the designated platform chat. To be exact, the date of the last entry was on 08/08/2025 - pushing almost 3 months ago. There is only few reasons for why this could be the case, either, most likely, no Ethics have been available to escalate tribunal requests into formal hearing, lack of formal investigations from the Ethics Committee handed to ISD. I know this for a fact as I am currently holding an Inspector role and there has been no communication with anyone who may have access to the ECM role for RP enhancement purposes.
Ways to combat this:
The Ethics Committee use Omega-1 as proxies and to liaise with ISD to launch full-scale investigations into departments, or individual people, who are deemed unbefitting of their current status. This, firstly, incentivises effective coordination between both branches of Ethics and also leads to higher RP between the pair as they will most commonly be that of higher clearance who will be having influence on policy at a high level. This is paramount as both parties operate in sensitive, high-stakes domains where trust and authority overlap — sometimes uncomfortably however the more frequent the operations, the more fluent they will become with working with one another. It may not be too frequent, however will be necessary in rare scenarios such as unethical actions that risk exposure or breaches.
I have also been toying with the idea of having Assistants and Omega-1 host lectures to members of the site, particularly ISD, on ethical philosophy, human rights, and moral triage in containment operations. But this can be better put into practice upon discussion with the Omega-1 CO team. I feel this will take more into the passive RP aspect that Omega-1 seem to lack currently and it may highlight certain qualities.
My initial focus will be primarily on the EC Assistants, as they have had little to no orders etc to work towards and I would like to change that with much versatile taskings such as liaising with departments alongside Site Administration to the aforementioned educating site staff on Ethical expectations. As far as I am concerned activity with Omega-1 will begin with active Assistants, due to them using Omega-1 at their disposal to assist with their missions. Leading to engaging situations and hopefully long term goals to work towards.
More will come of course, however I feel that I have laid out a basis of my plans for Ethics delegation for now.
The Judicial System:
As what is common knowledge, the Ethics Committee are at the top of the chain for all legal and judiciary situations and therefore their counsel will often be required for members of site. In addition to this, they play the most key role in Tribunal events, where they oversee them and provide fair conclusions based on the arguments of those involved.
From recent experiences, this has been the complete opposite, by which I mean there has been complete absence from Ethics personnel which leaves members of site questioning their existence and whether their beliefs must actually be adhered to. This ranges from almost extortionate finings from ISD to uncalled for escalation relating to such minor incidents, this here demonstrates the lack of presence from Ethics as departments, more specifically individual people, have begun to run rampant and are in need of rectification.
Furthermore I would like to review Jurisdictional Conflict, this relates to both physical and communication barriers and overlaps between departments / regiments and has been very common as of recent and it is down to the Ethics Committee and their delegates to reprimand errors in conduct and oversteps from all positions, even up to the roles of O5 currently. The cause of this break down really to overlapping mandates, where some have similar duties but are not clearly defined so can lead to unnecessary conflict. I completely understand that this would mostly fall to Site Administration, however when it escalates Ethics will have to involve themselves to ensure that all procedures are adhered to and there are no mishaps violating the Chain of Command. To enforce this, Assistants will be tasked with liaising with senior site members, along with Administration, to ensure proficient understanding of roles and responsibilities.
Overseer Interactions:
As per request, I have decided to add this section in also to clarify attitudes towards the O5 Council.
The main difference between the Ethics Committee and the O5 Council would be that Ethics employ the use of Negative Utilitarianism which essentially prioritises the negation of suffering in regards to maximising progress. The O5 Council, would rather focus on furthering research etc without much care for collateral damage. You can link the phrase 'Cold, not cruel' here very well to provide a basis on how Ethics will generally be required to act, if they are going to stand against the wishes of the Council.
For the majority of the time, Ethics and O5 will work together for the prosper of the Foundation and will work together with handling and overseeing the actions of senior members of site, most particularly Site Administration. For example, Alpha-1 and Omega-1 would frequently partake in Joint Operations which essentially stem as team building exercises to ensure that both parties are fully understanding of their roles and how to go about them on a daily basis. Leading on to this, from when I was Alpha-1 LT myself and the CO team would heavily endorse patrolling, as a minimum, with Omega-1 which would lead to getting to know each other better, leading to more fluidity and easier communication with one another. This is a major factor for me as I held the role of Overseer when it was common for AO to have OOC issues and of course this led to damage of server health at times, which is paramount to be avoided at almost all costs.

What makes you the best candidate for the Ethics Committee?:
I believe that I am the best candidate for the role due to my extensive experience in roleplay lead positions, with my tenures in roles like Site Director, O5 and most frequently DEA Leadership. This has equipped me with the necessary traits to perform to the optimum ability in each role I fulfil.
I am a versatile person who is keen to help others grow in their positions and give advice to ensure that they receive the best outcomes in any situations they find themselves in. Examples of this can be shown by people I have essentially mentored being able to take over roles in my stead very well by guiding them and directing them in the correct path for success.
Most importantly however, I have a very firm grasp in understanding of each of the servers core departments and regiments, whether they are directly overseen by
Ethics or not, it provides insight and allows me to have empathy and better understanding to their situations in order to help find a positive outcome.
What are the responsibilities of the Ethics Committee in RP?
The most common mistake that people make for the Ethics Committee is that they are counterparts to the O5 Council, whilst they do critique some of the actions undertaken by Council members, it is a complete fallacy that they could be conned as 'enemies' or 'rivals'. As they both are there to follow the overall mission statement of the Foundation: Secure. Contain Protect. It is just the methods of doing so that will differ and have potential to cause conflict.
Direct responsibilities of the Ethics Committee (CL5):
- Detonation of the Alpha Warhead: In 'no way going back' type Code 5 / Black scenarios when the site is declared as irredeemable and total destruction is the only method of containing all breaches
- Creation of Tribunal proceedings: Now this is not going to be the most frequent of events, however it is vital that Ethics are kept in the loop and informed of all Tribunal planning so that they can act accordingly and stand in as judge / arrange a panel of Jury with reasonable prep time.
- Covering up information leaks: This is done via the use of ISD and Omega-1, most commonly for information breaches to lower clearance staff ie existence of the Overseer Council and other SCPs that can cause heavy damage if not handled with correct procedures.
- Dealing with high clearance personnel, specifically Primary Action when referencing the O5 Council: Now, to clarify Primary Action is deemed a last resort by the Ethics Committee if a member of the Council shows no sign of restraint and death is the only option to prevent high collateral damage. And generally high clearance personnel acting out of line, for example reprimanding Directors of ISD if they are failing to adhere to their roles and responsibilities correctly.
- Overseeing testing via if it is acceptable or not (moral dilemma): As prior stated the Ethics Committee decides what is deemed acceptable, and therefore would act as overseers for any testing that has potential of causing: other containment breaches, unnecessary death toll and more. They also have the power to stop and veto any tests they deem do not follow ethical grounds.
- Usage of Assistants: Their duties are to support the work of Ethics Committees, which review research to ensure the safety, rights, and dignity of participants are all followed to the best of their ability. They are also used to liaise with other departments to ensure that they are acting within their bounds as an extension of the Committee. Furthermore are trusted individuals that are authorised to use Omega-1 to carry out these duties and are basically 'the eyes and ears' of the Committee, reporting back all information they deem necessary and ensuring that Ethics are completely in the loop. Of course I have left it mostly vague here as I have stated prior their overall duties and my own proposals to extend this.
- Deployment of Omega-1: It is known that Omega-1 personnel are responsible for protecting the lives of the Ethics Committee and are directly responsible for carrying out their requests / orders. It is vital that Omega-1 are utilised as much as possible for all manner of needs clarified prior. They are authorised to apprehend or eliminate high-ranking members of site when ordered by Committee personnel.
- Review and updating the FLC along ISD and O5: The Foundation Legal Codex is the body of rules for all Foundation personnel to adhere to which entails both Ethical and Conductorly restrictions on site personnel. The Committee make use of the FLC to extend their own influence over the site, and manage the ISD, whose primarily investigatory and possess arrest authority on-site, in doing so.
General responsibilities - mainly pasted from Site Director application (CL4):
- Authorisation of mass termination for D-Class personnel: This is a last resort if the scenarios in D Class are proven to be too volatile to enforce ethical restraint and as a last measure mass termination can be authorised to ensure that the site is not compromised by escaped D Class.
- AA Authorisation during breaches: This is to all of Site Administration but is definitely an area that needs highlight as recently it has taken far too long to authorise AA which prolongs the duration of breaches and lowers the effectiveness of E-11 and all responding combative to re-contain SCPs, also lowering morale due to them not being able to conduct their duties with max efficiency.
- Calls for Code Black if the site is at risk: Alongside Site Administration and others, the Ethics Committee are responsible for calling Code Black scenarios if the site is deemed at risk and SCPs are breaking into more populated areas containing non-combative personnel. Therefore calling for evacuation both rescues the lives of said personnel and also makes room for reinforcements to enter and navigate the site, whether they are ERT or QRFing UN.
What are the responsibilities of the Ethics Committee out of RP (e.g. what applications do they handle?):
- Maintain activity in externals to remain up-to-date with current events
- Appointment of the ISD Directors
- Appointment of Ethics Assistants
- Appointment of other Ethics Members
- Appointment of the Omega-1 Commander
- Give advice and feedback on other senior position applicants (if warranted)
