███████: "Alright, Mr. Westbrook, let's proceed. First question. What makes you the best candidate for Overseer Assistant?"

Francis Westbrook:
During my entire career within the Foundation, I have consistently demonstrated my loyalty and dependability for the foundation and have held positions of utmost trust, such as those of External Affairs and Internal Affairs. I am very familiar with the protocol, information management, and the complex nature of silence and action in the highest clearance levels of the organization.

My professionalism, ability to remain calm under pressure, and skills in handling sensitive issues without detriment or personal interests make me a suitable partner for the Overseers if they decide to involve someone like myself. I am aware of the large extent of responsibility and the nature of the position that call for discretion.

Moreover, my skills in facing challenging diplomatic issues and managing complicated interdepartmental politics have given me confidence that I can keep calm and still be efficient under scrutiny. I also understand the importance of loyalty to the codex and the need to have a clean reputation when working in the most confidential parts of the Foundation. My ability to work efficiently in these conditions makes me particularly suitable for this job.

███████: "Noted. In your words, what are the responsibilities of an Overseer Assistants?"

Francis Westbrook:
An Overseer Assistant most importantly is a processor of information and a representative of the Overseer's mandate. They are a filter that allows them to covertly interact with the Overseer's work while the Foundation still operates in the normal, routine mode. They're the ones who make the connection between the two worlds. Tasks include not only the supervision of the documentation but also providing the classified communications, the highest-ranking departments, and the execution of the Overseer’s command faithfully.

Their duties further go into the sphere of being those who are working with the consultation side, the ones who are making the Overseers satisfied by the level of information without them having to deal with the small things. This frequently means being polite, not utilizing the power wrongly, and having the administrative support improve the secrecy and the immersion by the latter.

Overseer Assistants are not the people who should be thought of as those who only perform administrative tasks. On the contrary, they are those who control the movement of the information, making sure that there are no obstacles in the communication, that it is understood, and that the correct implementation of the instructions is carried out. They are the silent force that maintain the strength of the structure of the operations, they are there behind the closed doors — unseen, but very much needed.

███████: "Very good. Why, specifically, do you wish to become an Overseer Assistant?"

Francis Westbrook:
Previously, I held the position of Director of External Affairs at Site-47 and my main responsibilities were dealing with foreign relations, intelligence leaks, and internal crises. Now, I am looking for a position in the Foundation where I can be of the most use. I have shown in my past work that I have the skills to work effectively in situations that require trust, secrecy, and accuracy. This role is a natural continuation of my work in External Affairs.

My motivation to do this work is not power-based, but it is purpose-based. The entirety of my professional life has been dedicated to finding ways to combine diplomacy and control as well as action and restraint. The post of an Overseer Assistant provides me with the possibility to do the work I am best at - hidden from public eyes, not only saving lives but also keeping the Foundation stable alongside others. This opportunity allows me to utilize my skills in a place where discretion, loyalty, and accuracy are top priorities. I do not aim to be recognized, but definitely, I want to be of great help to the Overseers by being of unstinting service.

As a matter of fact, I have realized that this position is not just for the performance of administrative duties; it also necessitates the utmost confidentiality of one's activities for the benefit of the Foundation. My sense of obligation, discipline, and cooperation with the achievements of this organization entirely correspond with the requirements faced by this employment.

[SECURE FOUNDATION TRANSCRIPT MEMO]
Date: ██/██/20██
Location: Site-██, Office of Records and Evaluation
Participants:
• Francis B. Westbrook – Overseer Assistant Applicant, Former Director of External Affairs, Site-47
• ███████ – Records Officer, Clearance Level 4
Regarding Subject: Insurgency Threats

[BEGIN TRANSCRIPT]

███████: Mr. Westbrook, this won't take too much time. We're collecting a set of internal reports regarding the targeting incidents from the Chaos Insurgency during your time at Site-47. Could you please explain the situation to me?

Francis: [Brief pause.] Of course. During my time at Site-47, I received indirect contact attempts from the Chaos Insurgency. Nothing physical. It was all psychological — low-level propaganda leaks, intercepted mail, tampered reports. They never used direct threats… they wanted to persuade.

███████: Persuade?

Francis: Yes. They positioned it like I was “misplaced.” That my efforts in diplomacy were being wasted under Foundation authority. That I could “do more” if I stepped outside the line. They studied my career and tried to appeal to my background in External Affairs — presenting it as if I already shared their philosophy.

███████: Did they ever get close?

Francis: Not even a single time. I reported every effort. Their approach was not a brute force one — it was silent. Gradual, careful manipulation. However, just at the point when they attempted to trick me into trusting them, I realized that they were frantic. Looking back, it was careless. They miscalculated my determination.

███████: And you never responded?

Francis: Never. I documented everything and let the right people know. Counter Intelligence picked up the trail from there. The Insurgency failed to breach any aspect of my work or the integrity of Site-47's diplomatic channels.

███████: Understood. That aligns with what the file suggests. One more thing — do you believe you’re still a person of interest to them?

Francis: Possibly. But interest doesn’t concern me. So long as I’m here, my loyalty is certain. Let them watch. I’ll remain unmoved.

███████: Noted. That’ll be all, Mr. Westbrook. Thank you for your cooperation.

Francis: Anytime.

[Papers shuffle on the table, ███████ looks at Francis.] Say... did that video file effect you much...?

[Francis stayed quiet, slowly nodding 'No' with his head.]

Francis B. Westbrook
A Man of Discretion. A Mind for Diplomacy. A Loyalty Beyond Question.

Francis B. Westbrook, the former Director of External Affairs at Site-47, is the quiet efficiency of the SCP Foundation who walks. A career in high-stakes negotiations, intelligence operations, and the protection of the Foundation's most sensitive affairs has made Westbrook a man who is not concerned with recognition but with stability. His introverted character hides a clever brain, and his commitment to the Foundation's work is unwavering.

Few have given him trust, fewer have known him — Westbrook sprints when others walk: in the night of bureaucracy, where secrecy is the main rule and silence is more powerful than words.

“Where others see risk, I see responsibility.”

Topic/Subject: Early Life & Days

██████: “We’ll keep this informal, Mr. Westbrook. This isn’t a disciplinary matter. Consider this more of… a profile refinement. Administration prefers personnel of your stature to be properly documented. So, let’s begin from the start. Vermont. Childhood. What do you recall most vividly?”

Francis B. Westbrook:
“The quiet. The cold. Both things people tend to romanticize until they live with them long enough. I was born in Montpelier, a small city, barely alive in winter and painfully ordinary the rest of the year. My family wasn’t remarkable, either. My father worked insurance claims, my mother stayed at home until I was old enough for her to go back to teaching. Stability was the theme of my upbringing. Not wealth, not prestige — just calm repetition.”

██████: “Would you say you had a typical upbringing? Friends, school, that sort of thing?”

Francis B. Westbrook:
“I wouldn’t say typical. I was a quiet child. Not withdrawn, but not eager to belong, either. I had friends, sure, but none that stuck past the usual changing seasons. I spent more time observing people than engaging them. It frustrated my teachers to no end. They thought I lacked ambition. In reality, I simply didn’t see the point in rushing to fit into molds others seemed so desperate to uphold.”

██████: “And yet, here you are. Climbing ladders in one of the most restrictive organizations on the planet. Quite a leap from disaffected adolescence.”

Francis B. Westbrook:
“Structure eventually finds us all. The Foundation offered a structure with purpose. I never cared for bureaucracy in the civilian sense — endless forms for no clear goal. Here, the paperwork serves something larger. Containment. Security. Purpose with weight behind it.”

██████: “Let’s back up. Before the Foundation. How’d you end up within our sphere in the first place?”

Francis B. Westbrook:
“Post-university, I spent a few years working under various private intelligence contractors. My skillset was analysis — people, patterns, behavior. I didn’t care for the companies themselves, but the work sharpened me. Somewhere along the way, someone from External Affairs noticed. A man whose name I no longer remember. That’s how recruitment often goes, isn’t it? A conversation. A signature. A relocation. New paperwork. New rules.”

██████: “External Affairs was your starting point with us, then?”

Francis B. Westbrook:
“Correct. Site-47. I handled low-level diplomatic correspondences at first. It wasn’t glamorous, but it gave me access to patterns—how the Foundation moves, how it speaks through veiled language, how it bends reality without ever directly stating so. I learned more listening than speaking.”

██████: “And your reputation began there?”

Francis B. Westbrook:
“If you can call it a reputation. I did my work. I didn’t ask questions where I shouldn’t. I delivered results. People noticed. That’s all reputation is, really: consistency under observation.”

██████: “Was there ever a moment during those early years you doubted your place here?”

Francis B. Westbrook:
“Everyone has moments. Early on, I thought I could separate Foundation work from myself. Categorize. You learn quickly that the Foundation is not something you keep outside of yourself. It permeates. Once you accept that, it becomes less a prison and more a second skin. I stopped doubting when I realized this is where I function best — in silence, in structure, with purpose tied to outcomes greater than personal success.”

██████: “Personal success aside, you’ve reached positions many don’t. Director of External Affairs isn’t earned by silence alone.”

Francis B. Westbrook:
“Silence, yes. Observation, more so. Understanding how people move within this machine allows you to move with them, ahead of them when necessary. I made myself useful to people in power without making myself noticeable to people with ambition. That’s the balance... And... Insurgents can be stupid.”

██████: “Hmm... Your demeanor — this calm, measured way you speak — is it deliberate or simply who you are?”

Francis B. Westbrook:
“Both. Deliberate in practice, inherent in nature. Vermont teaches you patience. The Foundation reinforces it. Panic has no place in positions like mine. Controlled environments demand controlled minds.”

██████: “Final question. When you think back to that child in Montpelier… did you ever imagine ending up here? In this world, in this role?”

Francis B. Westbrook:
“No. But I think you'd understand why I stayed.”

██████: [Silence. A brief shuffle of papers can be heard.] - “Thank you for your time, Mr. Westbrook. I believe this completes our documentation.”

Francis B. Westbrook:
“As expected. Thank you for having me.”
