Why are you applying for Director of Internal Security?
- Throughout my time on the server, I can say without a doubt that the most enjoyable experience I've had was being Director of Internal Affairs. Both the position and further, the department, have offered me great roleplay opportunities and established my fundamental understanding of RP Creation and Leadership. My ability to improvise and bring fresh ideas into the fold was ignited by the experiences I had in IA. From my collaboration with likeminded individuals like Cade, and Broda, I was able to engage and sustain long-term, meaningful RP storylines; For example, the creation and use of the Special Investigations Bureau. An idea of my creation that served to explain the origins of the modern ISD and engage players in a depth of RP that was, at the time, something almost impossible for IA to accomplish. I additionally had the privilege to spearhead the largest update the Department had received since it's release, transitioning to the Internal Security Department, and opening up limitless opportunities and potential for roleplay.
Whilst I have only fond memories of IA, I cannot say concretely that I am impressed with the direction that the Internal Security Department ultimately took. I have scarcely played as the role, up until the last few weeks, both due to prior commitments and my previously growing disdain for the server's RP standard; I’d felt that the average player's competency and creativity had dwindled, even from what the ‘standard’ would’ve been a year ago. As I see it, the departmental management and leadership of ISD, Directors and Commissioners, have felt practically non-existent. I've scarcely seen briefings, organised POI assignments, innovative operations, department-wide collaboration or any kind of portrayal of the power and professionalism ISD ought to be exhibiting at all times. As a matter of fact, I'd go as far to say that the Departmental Management have seen to worsen ISD's standing among other departments, and have allowed the so-called 'standard' to slip. The impression that the Director or Directors set is perpetuated to the entire department, meaning that this level of non-engagement and counterintuitive behaviour is being propagated to all members of ISD; Which is a stark contrast to how I'd personally been running the Department.
The rebranding of Internal Affairs into the Internal Security Department was supposed to broaden roleplay horizons for the IA regulars, and breathe a new depth into their ability to operate as the Foundation's "policing force". The introduction of an additional CL3 and CL4 role stood to improve departmental structure, allow for more active concurrent players, and let Ambassadors take that 'step up' to Commissioner without the feeling of constant stagnation. Despite the intentions behind the update, I feel that the platform which was built up for ISD, with the early support of Broda and the initial CL4, has degraded and is in need of guidance and repair.
The disorganisation of ISD is by far the most pivotal point I will make in this application. A department as large-scale and inherently bureaucratic as ISD should be manned by a strong, effective and engaged leader / leaders. The absence of such a figure or figures within the department leads to dilapidation and a lack of authority within the department overall. This is seen in examples where ISD simply do not know what kind of action to take in common scenarios, how to properly handle scenarios involving high-clearance personnel, and their purpose in terms of roleplay on the server. From my observations, I feel that ISD members of all ranks are struggling to establish themselves and act with the harsh, unwavering demeanour I would expect ISD to illustrate in their RP. Leading to, above all else, OOC frustrations, derailed or defunct RP scenarios, and missed opportunities for high-level RP creation.
Because of this, and in my interest to re-engage with the RP I've found enjoyable previously and the Department for which I hold so close to my heart, I am applying for Director of Internal Security. The ultimate goal here will be to re-acclimate ISD to concepts like Tribunals, warrants, arrest reports, deep-cover operations, and investigations that dare to venture into the activities of high-ranking Foundation officials, like the O5 Council. To do so, my overall plans for the department can be separated into in-character and out-of-character.
In-Character Plans:
Realign the Department with wiki material: "ISD is a concealed "foundation within the Foundation", a secret police force responsible for filtering traitors as well as operational and information security risks among the Foundation's ranks. The department is strictly hierarchical, adhering to stringently defined multi-stage investigative protocol. Potential ISD agents must have a perfect service record and a length of Foundation service of more than a year. Usually, every ISD agent keeps his "official" position in order to provide his command a first-hand account of everything happening in a given department. The very existence of ISD is usually presented as a myth. The "official" responsibility of ISD is investigation andinterrogation of captured GOI agents, although that part of ISD officially belongs to Security Department for the purpose of secrecy".
With minor remediations made to this definition, considering that DEA exists on Site-65, the key takeaways from this extract are the terms 'secret police', and the idea of a 'Foundation within the Foundation'. An anomalous institution like the SCP Foundation finds itself creating artificial layers of command, and intersected departments to maintain compartmentalisation and function. Seeing as the very nature of the Foundation's Mission, and it's routine operations, are acknowledged by Foundation officials like the Ethics Committee to be downright evil, it becomes accessible for Foundation staff to 'twist' their actions to meet their own ideals whilst masquerading under the guise of the mission statement. To me, the idea of the Internal Security Department has always been as a body who maintain the Foundation's ethos; Beyond simply 'arresting' personnel whom they deem in violation of the legal codex, ISD are Foundation's primary enforcement and investigatory body. Meaning, they are responsible for 'rooting out' burgeoning treason, and maintaining the Foundation's mission statement.
Bring the Department "Back to basics": ISD make up a core component of the secondary gameplay loop, the primary of course being D-Class, RSD and GSD's testing cycle. The addition of ISD allows for something to 'go wrong', and adds the possibility of consequences for in-character actions. At a fundamental gameplay level, ISD are the equivalent of MRP's Military Police. They follow, investigate, and enforce a set of command-determined polices and rules, in-character, and conduct relevant arrests, create documentation and reports, rinse and repeat. For the Department to cultivate higher-level RP, this principal area of their duties needs to be strongly understood by all of it's members, and performed regularly to the highest degree. This function on the server can be very fun for players, as they get to feel like they're doing something impactful; And, the level of player interaction interrogations and investigations prompt is, in my eyes, unmatched.
I noted, recently, an announcement Yeke published to the department as acting Director. And found that his words resonated with my own view of ISD.
Empower the Department with strong leadership: As I've discussed at length, I am dissatisfied from an external perspective as to how ISD has been managed. Other than the examples above of what I'd do as Director, I would like to touch on professionalism & leadership. I believe, firmly, that each consecutive rank in ISD is responsible for carrying the Director's standard, down to the new Agents and Operatives of the Department. As the Director, I would intend on showing my Commissioners the best way to operate in their positions, and how to take charge from an in-character perspective as Senior CL4 position holders. Aiming to granularly empower the entire department by setting a strong example of roleplay quality. After speaking to Ethics concerning their position on ISD at the moment, I believe this level of empowerment would be exactly what they're looking for at the moment.
Out-of-Character Plans:
Refine Departmental management: I would, at the beginning of my tenure, review ISD from top-down. Overhauling, or completely removing unnecessary divisions, policies, procedures, or anything else that has caused bottlenecks or stopgaps in the Department. I would leverage my own expertise in the Department and the style of RP they undertake to refine Departmental policy, and discuss with the Management and Leadership teams where relevant. Additionally, were I to receive the position, I imagine that another Director would be appointed alongside me. The first port of call would be to compare our visions for Departmental growth, and plan implementation.
Combat or eliminate OOC mentalities: It has been noted that particularly toxic OOC mentalities have been adopted by players about ISD, and vice-versa, from ISD about players. This is, at the end of the day, a roleplaying game. Things that happen in-character should stay in-character, and ISD should not by any means be aiming to prosecute or arrest players for the sake of it. As discussed in my in-character plans, and stated by Yeke, a focus should be placed on roleplay over senseless punishment. I would, additionally, aim to mitigate any besmirched reputation on ISD's part, and discuss Departmental relations with Medical, GSD, DEA, and AO as a starting point.
What makes you suitable for Director of Internal Security?:
- As reflected in my record of previously held whitelists, I've a plethora of experience across the board on the server. I've held, within the last year, both Ethics Chairman and O5-1; Roles of which are considered to be the absolute peak of responsibility and influence over the server and it's roleplay health. I have a firm belief that my unique ability to improvise, and 'pull RP out of thin air' have supported me throughout my various tenures. impromptu, authentic roleplay is paramount to the server's health, and the development of storylines or prolonged interactions.
My skill at roleplay, as it stands, is well-recognised. Earning me the ability to hold consecutive Sr. CL5 positions, and create diverse scenarios from collaboration with the GM Team. I've created and played multiple compelling, unique characters; Such as Takeshi Nakamura, 'The Morning', O5-1 'The King in Yellow' / 'The Custodian' / 'The Conciliator', Ethics Member Remmy Marshall, various other Ethics Members and of course, Assistant Michael Graner. I believe my creative characters, above all, show my ability to routinely innovate.
I am seasoned in RP creation involving the Internal Security Department; I will not attempt to list specific examples here as they may now be severely dated. However, I am well versed in Tribunals, as a member of the Jury, a prosecutor, Judge or Defense Counsel. I have previously conducted investigations and large-scale operations as Director, and I've been known to create exemplary formats in-game and in Google Docs for warrants, reports, etc, which are critical to the upholding of RP standards.
Overall, I think the most resounding reason for which I believe I am suitable for this position, is my knowledge and understanding of Wiki and Server lore; Though, the former deviates depending on hub, tales, etc. I understand, firmly, what the Internal Security Department should be doing in RP. And this, alongside my experience as the former Department Director, qualifies me to speak as an expert on matters involving their RP.
What are the responsibilities of the Director of Internal Security in RP?:
- The DoISD has complete and utter authority of the Department of Internal Security, answering directly to the Ethics Committee. The Director would be expected to oversee the long-term development of the Department, whilst delegating day-to-day matters to subordinate Commissioners and Inspectors. From an in-character perspective, the Director of ISD holds a weighty level of authority on-site. Being the final authority, besides FCOM, on any investigations, arrests, policies or procedures within ISD. The Director is responsible for adhering to, and advising the Committee on the Foundation Legal Codex, providing reports, or scheduling meetings with other Department Directors to outline action taken.
The Director should also:
- Take large-scale action with the backing of their department, such as the detainment or arrest of high-clearance personnel whom have violated the FLC.
- Approve warrants, investigation or subpoena requests.
- Maintain the Management and Leadership teams, appoint new Inspectors and Commissioners.
As well as the miscellaneous roles of a CL4 department leader, like authorising AA in applicable circumstances, closing blast doors, etc.

"In relation to our role as ISD, I have been removing posters in relation to "if there's no video there's no case", this is NOT the mindset we should have, as a department with infinite roleplay potential, we can go around and investigate these incidents, creating our own questioning plans etc. Please don't dismiss a case just because you cannot be bothered, investigate it. This also goes towards arrests, this obsession with evidence based arrests is good on paper but in practice, it just ruins RP, enjoy those conversations in interrogation, build rapport with players and get the fun flowing."
