What does this suggestion change/add/remove:
Allows the UNGOC - R&D job to be classified as Combative
Possible Positives of the suggestion (At least 2):
+ QoL for GOC for handling 008 breaches on surface
+ Continuity with CI - R&D also being combative
Possible Negatives of the suggestion:

Based on the Positives & Negatives, why should this suggestion be accepted:
Overall the UNGOC - R&D job is the job to handle quarantines, but it can not do so effectively due to its non-combative status. I see no real harm in this suggestion, personally. I also spoke to some other COs of the US side UNGOC (granted I did not speak to the UK side, but I doubt their opinions would be drastically different on the topic) and this seemed to be something we could all agree on.
