Joseph “Adios Joee Joe” Delgado is a senior field agent of the Foundation Department of External Affairs, originally recruited from federal law-enforcement backchannels after a series of classified operations in which he demonstrated unusual resistance to anomalous stressors and a skillset ideal for managing civilian-facing containment threats.
As part of External Affairs, Joee is tasked with maintaining normalcy during CI activity, ensuring that Insurgency operations fail to spill into public awareness, government corridors, or media ecosystems. His job is to do the things MTFs can’t: intercept narratives, monitor civilian vectors, leverage mundane institutions, and eliminate CI influence without leaving a trace.
His nickname, “Adios Joee,” stems from his habit of muttering “Adiós, amigo” immediately before executing diplomatic shutdowns, black-bag extractions, or coordination orders that end CI operations in the outside world.
