This changes the following keypad levels for the USA server:
D-Block Lockdown Keypad:
CL2 Requirement -> CL3 Requirement (Biometric?)
HCZ Data Center Keypad (The room with the 096 bucket between 035 and 076-2):
CL4 Requirement -> CL3 Requirementt

- Possible Positives of the suggestion (At least 2):
+ Significantly reduced abuse of D-Block Lockdown (considering its strict requirements for use)
+ Easier access to the 096 bucket in HCZ Data Center
+ More logical access requirements

- Longer response to lock down D-Block (In very few situations)
- D-Class can't deactivate D-Block Lockdowns as easily (Or at all, if biometric)
- Based on the Positives & Negatives, why should this suggestion be accepted:
For the D-Block Lockdown system, it's abused on a regular basis by CL2 personnel. People who go on CL2 jobs are either inexperienced with the use of the lockdown system, or are on lower ranking jobs to avoid accountability. The abuse of lockdowns is detrimental to server health and roleplay for D-Block, and shouldn't be so easy to access. For example, during an 008 breach, multiple people flagged on Tech Expert purely to turn off D-Block lockdown and minge with it in order to make the 008 breach impossible to contain. Or when a Security Guard who doesn't know better turns on and off lockdown with no valid reasons, hurting roleplay and making peoples experience worse. And while they can be warned by staff, it is difficult to enforce if they hit it and run and no one knows who they were. Considering it's against server rules to mess with the lockdown system, it should be much more restricted. Making it CL3 will better ensure that only more experienced people, who know what theyre doing and are less likely to minge compared to CL2s, can access the lockdown. Making it biometric will ensure D-Class or someone who steals a keycard cannot use their keycard to minge.
For the HCZ Data Center, there's just no reason for it to be CL4. It has an 096 bucket in it, which is a crucial containment tool, and has nothing else about it that makes it more important than the hallway outside of it.
Overall, abuse of D-Block lockdown is a regular occurrence and has been difficult to fully enforce. Upping its clearance requirement will drastically reduce the abuse of it while having minimal negative effect, considering it's against server rules to abuse anyway and its difficulty of enforcement. The HCZ Data Center simply has no reason to be CL4, and is even CL3 in the UK.
