Civilian name: Devin Stewart
What server are you applying for? (SCP-RP UK or SCP-RP USA): USA
Do you have a mic?:Yes, I do
List all whitelisted, MTF, or CI roles that you hold or have held:
Holding: E-11 CPT, CI delta.
Held: E-11 LTCOM, ECA, ECA coordinator.
Have you received any kicks/bans/warning? and why?:
Hitbox abuse was jumping while fighting type green. Didn’t know it was against the rules to jump while fighting type green.
What O5 role are you applying for, and why (give the specific O5 number):
I am applying for the role of O5-4. I believe my time within E-11 has come to an end, and I am ready to pursue new challenges and contribute to the Foundation in a broader capacity. Over the past eight months in E-11, I have worked diligently to address and resolve many of the issues I observed, implementing and suggesting ideas to improve the regiment and help it reach its full potential.
During my tenure in E-11 and my responsibilities within the ECA, I have gained valuable leadership experience in both combative and non-combative contexts. While ECA is not a senior position, my role as a coordinator required me to oversee and manage various ECAs, which provided me with opportunities to refine my decision-making process and leadership style. These experiences have helped me understand the importance of balancing combative and non-combative strategies when leading a team.
One of the biggest challenges I faced as E-11 CO was the expectation to focus solely on combat efficiency. While I recognize the importance of this, I also believe in broadening the scope of a combative regiment to include non-combative initiatives, which can significantly enhance the unit’s overall effectiveness and adaptability. I am proud of the progress I have made in this area and believe I have done my best to lead E-11 in a balanced and forward-thinking way.
The O5-4 position offers an opportunity to apply my experience and skills on a larger scale, contributing to the Foundation’s mission while continuing to grow as a leader. I am confident that my background in E-11 and ECA has prepared me to take on this responsibility effectively.
What makes you the best candidate for the O5 Council?:
I believe my experience and dedication to E-11 make me a strong candidate for the O5 Council. Having served under various commanders and leadership styles, I’ve had the opportunity to observe what works within the regiment and what doesn’t. This perspective has allowed me to identify and address many of the challenges E-11 has faced.
I’ve worked diligently to improve the regiment by reworking critical aspects of its operations. For example, I revised the basic training program for new recruits, updated and streamlined the regiment’s orders, and restructured some of the interview processes within the department. I’ve also introduced initiatives such as cross-training programs with other departments and monthly doctor visits, fostering better collaboration and communication across the Foundation.
In addition, I took over Douglas’s responsibilities with the roster after his departure. Whenever issues arose, I dedicated time to identifying and resolving them. I’ve also spent significant effort converting all of our documentation into in-game formats, ensuring that members of the regiment can easily access and use them.
These experiences demonstrate my commitment to improving the efficiency and effectiveness of the Foundation’s operations. My hands-on approach, problem-solving skills, and willingness to take on responsibilities make me confident that I can contribute meaningfully to the O5 Council.
What are the responsibilities of the O5 Council in RP?:
- In roleplay, the O5 Council is tasked with ensuring the Foundation operates in alignment with its mission and objectives. They oversee the organization's actions to guarantee that no individual or group acts against the Foundation’s best interests. A key responsibility of the Council is to monitor and manage the effectiveness of all Mobile Task Force (MTF) regiments. They ensure these units function at the highest standards, stepping in when necessary to address issues or provide direction.
The O5 Council also holds the critical responsibility of ensuring the secure containment of all anomalous objects and entities within the Foundation’s control. They work diligently to maintain the secrecy of the Foundation’s existence and its activities, ensuring that the general public remains unaware of these anomalies.
Decision-making at the highest level falls under the Council’s purview. They develop and implement containment strategies, establish inter-departmental policies, and coordinate responses to large-scale threats. With oversight over every aspect of the Foundation, the O5 Council monitors activities across all sites, conducting reviews to prevent corruption or other issues that could compromise the Foundation’s mission.
The Council also reviews and approves tests or experiments that require substantial resources or pose significant security risks. They carefully evaluate such proposals to ensure they are justified, reasonable, and in the best interest of the Foundation.
Above all, the O5 Council’s primary objective is to protect humanity while keeping the existence of the SCP Foundation and its anomalies hidden. When necessary, the Council may deploy MTF units to handle specific scenarios, always exercising careful judgment to minimize damage and casualties while achieving optimal results.
What are the responsibilities of the O5 Council out of RP (e.g. what applications do they handle?):
Out of character, the O5 Council handles several important applications, including OSA applications, Director of Research, Site Director, and A-1 Commander roles.
The O5 Council also works on creating and facilitating roleplay scenarios across different regiments. This often involves coordinating with game masters to develop engaging and immersive scenarios that enhance server health and make the experience more enjoyable for players.
Additionally, the Council ensures that the Code of Conduct (CoC) remains up to date. If revisions are necessary, the O5 Council takes the initiative to review and update the CoC as needed.
Another key responsibility is managing demotion appeals that require O5-level input, ensuring that these matters are handled fairly and in line with server policies.

Reason for Incarceration and Service
Tony Stewart's initial encounter with the Foundation occurred during a high-stakes mission involving SCP-507. Captured during an SCP-related incident, Tony was detained and questioned by the Foundation regarding his origins. Extensive interviews and psychological evaluations revealed an anomalous trait: Tony exhibited the ability to recover from injuries that would be fatal to an ordinary human, such as regrowing limbs and surviving extreme trauma. Following this discovery, he was administered amnestics but retained by the Foundation due to his unique regenerative capabilities.History with the Foundation
Initially detained as a D-Class subject, Tony underwent numerous experiments and containment trials. Despite the dangers, he survived scenarios deemed impossible, which garnered the attention and trust of Foundation personnel.Tony began his service as a cook within the D-Class program, later advancing to roles such as receptionist and eventually Ethics Assistant.
