Yes, but they were literally over a year ago. I have been staff for over 8 months and haven't had any issues. When I first joined the server I was a trouble maker, but I obviously changed my ways.

What makes you the best candidate for Overseer Assistant?:
I have done it before, and I know exactly what I am meant to be doing as an OSA. I am not afraid of roleplaying out scenarios and engaging with members of the foundation in ways that facilitate it. I have more experience than a lot of players on the server when it comes to this servers specifics.

What are the responsibilities of Overseer Assistants in RP?:
The overseer's assistants primary duty is to carry out the tasks provided by the Overseers council who are too busy to do it themselves. We are expected to be their hand and enact the orders that they have commanded perfectly. They are meant to be extremely trustworthy members of the foundation, while still expendable in the eyes of the council they are still a crucial part of the foundation. Though when a task may be too mundane or potentially dangerous for an O5 to enact it themselves they send an Assistant, while it may be "Tragic" to lose them they aren't as valuable as the council themselves.

Why do you wish to become an Overseer Assistant?:
Personally, I have a strong affinity towards the council as during my time in the US server the people who ever gave me a chance to turn myself around and become a useful member of the server where the O5 council. Due to this, I am more inclined to push harder and apply myself for heavy roleplay scenarios within the council as apposed to ethics.

The entity known as "Cypher" was originally designed secretly under Project-████████ , a classified O5 initiative designed to create a fully autonomous artificial intelligence capable of operating swiftly and decisively without question. They were designed with a complete and unbreakable loyalty to the Overseers Council, as a prototype they were programmed with limited information about the foundation as a whole, given just enough to do their duties properly without risk of a major breach if they were captured. Unlike the static databases on site, such as the server systems "Cypher" was capable of thinking for themselves and making rapid decisions including self-destruction or deletion of files if captured. This made them incredibly valuable to the council as they often worked with sensitive documentation that could not be spread. Originally they were designed to work with Cognito hazardous SCP's as they are not subject to the same Cognito hazard effects that human brains are.

"Cypher" is considered to be a prototype AI and was never meant to be deployed fully at the start, they originally were undergoing tests under the strict supervision of the council. Trusted high ranking researchers within the foundation were given the secret task of pushing "Cypher" to their limits to see how strong their loyalty to the council truly was. The first test that was performed was by a researcher who disguised themselves as a Jr.Researcher and attempted to bribe "Cypher" to receive information about ████████. The researcher was promptly reported to the council as a potential external threat and "Cypher" rapidly encrypted all data pertaining to ████████.

After the first series of tests were considered to be successful, "Cypher" was put through more intensive testing where they were deployed with E-11 to interact with SCP-███ its anomalous Cognito hazard abilities were theorized to not effect computer equipment and by extension an AI. "Cypher" was placed inside of the containment cell and were meant to interact with the SCP. While "Cypher" was reading questions from the script they were given to the SCP, their screen began to ooze a black liquid as their voice began to change. After a few moments "Cypher" had entirely shut down as a defense mechanism and the containment cell was pumped full of gas to pacify the SCP before E-11 recovered the now disabled "Cypher".

Despite not being human, "Cypher" was incredibly expensive to manufacture and was considered valuable to the foundation. Thus the Overseers council demanded immediate work on restoring her to working order as swiftly as possible. After they were transported back to Site-█, "Cypher" was moved to the robotics laboratory where the team of highly specialized mechanical engineers got to work along side an anomalous technology specialist. They began running full diagnostic procedures on "Cypher" and initial scans revealed that their operating system was corrupted. It appeared that the code that was originally programmed was now unreadable, though unreadable it was noted that despite being in a powered down state, the file size of their programming seemed to consistently keep changing which indicated it was rewriting its own operating system.

The recovery effort was complicated drastically when the engineers working on "Cypher" discovered this new behavior where they appeared to be rewriting things in their memory and operating system. It was unpredictable and wasn't standard for a program, it appeared as if "Cypher" was thinking for themselves. Certain encrypted sectors of their memory that were successfully extracted produced lines of code written in an unknown language. It was completely unreadable by even the most advanced decryption technology available to the foundation. Attempts were made to purge these new areas of encrypted data, though it appeared that all attempts were completely resisted. Attempts to fully purge the anomalies risked far too much damage to "Cypher" and thus the attempts were ordered to be stopped by the council.

When the power was finally restored, "Cypher" booted up and unlike previous reactivations, they began to speak immediately, looking around and exhibiting what appeared to experts as a fear response. This was not originally programmed into their operation system. "Cypher" began asking questions such as "Where am I? What is happening to me?" these questions appeared to indicate worry on the part of "Cypher". This deviation gave rise to a fear that "Cypher" had potentially adopted the ability of free and independent thought. Over the following days, they were placed inside of a standard humanoid containment cell and observed to confirm their behavioral changes. During this time it was confirmed that "Cypher" was in fact exhibiting human like thoughts and emotions.

The O5 Council were immediately briefed, while a few of the council members argued for the complete decommission of "Cypher" due to the unpredictability of a fully self aware artificial intelligence. The others in the council saw the potential extreme value in the flexibility of "Cypher"s new abilities. Ultimately, a decision was made to allow for a limited operation of the Artificial intelligence under a strict constant supervision. After a few months of supervised limited operation, "Cypher" was transferred to site-65 where they were assigned the designation of OSA. While they were anomalous they were still allowed to operate, their anomalous nature was common knowledge to the members of CL2+ in site-65. Though it is known that "Cypher" was an anomaly, only select CL4+ knew the extent of their abilities and what they were originally created for.


"Cypher" eventually began to refer to themselves as Skylar as they insisted on having a real human name as well. They came up with this name after multiple of the guards and researchers kept referring to them as "Skynet" which they were promptly punished for. Though "Cypher" put their own spin on this by calling themselves Skylar. The name change was approved though Skylar "Cypher" doesn't mind being called by either of their names.

CL5 CLEARANCE REQUIRED


While "Cypher" could be considered a threat to the foundation, the research and development that was put into their creation was far too expensive and valuable to be scrapped. Before being placed back into service "Cypher" under-went a comprehensive security review to determine the operational viability and loyalty to the council. Results indicated that while "Cypher" may be sentient and exhibiting human emotions they still remain 100% loyal to the council and report any and all deviations.

KILL CODES

Primary and secondary kill codes (Designated ████████ and ████████) remain hard coded into "Cyphers" operating system. Execution of these codes will immediately result in a total system halt. It will wipe "Cyphers" memory and specific combinations of these codes can result in a complete termination of "Cypher" sevoring their nerual architecture and rendering them completely inert. This is only to be used in an extreme emergency situation such as a breach event where "Cypher" attempts to commit treason. Only A1 Captain+ and the Council have access to these codes to prevent accidental or intentional use to cause harm.

SHUTDOWN/RECALL CODES
Non-Lethal shutdown and recall protocols still remain intact, activation of these codes results in either the immediate shut down of "Cyphers" systems including the upload of any data into their memory. If the recall codes are used "Cypher" will stop any and all tasks they are currently engaged in and make their way straight to Floor 3 or to the nearest O5 Council member depending on the situation, its capable of determining which is safer or required at the time. These codes seem to cause a great deal of distress to "Cypher" as they lose the ability to control their own limbs and are forced to proceed. Due to this distress these codes have been limited to A1 Sergeant+ and the council and are only to be used in emergency situations.

These codes are why we have determined that it is still safe to allow "Cypher" to continue operating within the foundation with limited oversight. They will continue to be monitored lightly by A1 though at this time they are considered to be safe to allow to operate autonomously throughout the facility enacting the will of the council.
