Give COs the ability to transfer People into there respective regiment

What does this suggestion change/add/remove:
[This change adds the ability to ALL COs to be able to transfer people into there own regiment/Faction (MTF LT+ CI Delcom, And what ever the officer rank is for GOC)]

Based on the Positives & Negatives, why should this suggestion be accepted:
[Based on the positives, it would Help the CO teams of every faction if we can simply Put People weve given a tryout to in are respective regiments ourselves instead of having to bug a Mod+ to do it, now i do see the negatives of potential abuse, But CO positions are trusted enough to make people a CSG within there regiment i dont see why they cant be trusted to put cadets and recruits into them]
 
Can't really speak for GOC/CI, but from my own experience with how this works; Basically to my understanding, there isn't really a "per-regiment" kinda transfer capability where you can just transfer people from no regiment, into your regiment. There's also no intra-promotion, either, IIRC things like transfers and promotion/demotion/kick powers encompass the entire vWar Faction - I believe that COs in one regiment have the ability to promote/demote/remove operatives in another. Obviously you don't see this happening on the server (for reasons which I hope are obvious), but this functionality is a big part of why Site Admin & FCOM are their own regiment in the Foundation faction, as this allows them to, where and when needed, exert that power (examples that come to mind are promoting the new reg Commander, or forcibly removing an abusive CO in a time-sensitive manner)

If I'm correct about all that, then that's pretty much the biggest part of why transfers into a regiment are restricted to mod ranks - As an abusive CO could mess around with another faction without their knowledge or consent. Ideally, you would have some permission specific for just transferring people from no regiment into your regiment and your regiment only, which would allow autonomy per MTF; But with that, I can see major issues with abuse, due to the fact that regiment progession invariably leads to biometric CL4 keycards and subsequently, access to CL4 areas. Such as 008. A malicious CO could feasibly transfer unknowns into the reg and then immediately promote them to higher ranks to cause havoc. I know that not just anyone becomes a CO or CL4 in general, but bad actors at LT+ ranks is not unheard of.

Additionally, implementing this would take significant effort, for a considerably small QoL change with a significant risk factor.

The way I see it, it would work better for GOC/CI since they are their own smaller, separate environments with less access to potentially server-wide damaging things like 008, and less (but not no) risk - And there's no reason to have mods basically micromanaging them for the reasons I describe above. While I do understand the Point about abusive COs, if a CO is found to be Putting people into regiments And promoting them they can be immediately blacklisted and any Actions they do be reversed. I'm not staff but im sure promotion And putting people into regiments are logged. So if there's any suspicious of an abusive CO you can request for it to be inspected. + If the regcom teams see a newcomer thats randomly at a rank they shouldn't it **should** be immediately noticed.

If CPTs are trusted enough to give somebody CSG from PVT I see no logical reason why they cant be trusted to put a cadet to PVT
