What does this suggestion change/add/remove:
This suggestion is to replace the standard elastic restraints ISD get with a new type of retraint, these could just be called anything, tactical restraint, police restraint, doesn't matter, these restraints would be functionally the same as elastic restraints, however with four changes. The cuff time would be reduced from 1 second to 0.1 to 0.2 seconds, the rope length would be slightly reduced, the ability to blindfold people would be removed and it would be slightly (~10-20%) easier to break out of for balance reasons.
This suggestion is being made due to the fact metal cuffs have numerous issues and it is impossible to arrest someone using elastic restraints if they are uncompliant due to the fact they have to stand still for a full second. This would allow ISD to quickly restrain someone then drag them to the arrest NPC instead of having to deal with the buggy metal cuffs. To demonstrate what I mean by calling metal cuffs buggy see the below video, during one arrest the cuffs decided to not work in their intended way 9 times.

The other two modifications I suggested, slightly reducing the rope length and removing the ability to blind fold are to allow ISD to have greater control around moving the person they are arresting, preventing them from trying to get themselves caught on doors and just generally being uncooperative and the removal of the blindfold is just because that generally isn't something ISD needs. The ability to gag people however should stay as there is a use for that when someone is being arrested for infobreaching.

Possible Positives of the suggestion (At least 2):
This would allow ISD to arrest people who are resisting easier, something that can be incredibly difficult when people want to break FearRP or just minge.
This is a very easy to implement bandaid fix to the issues with metal cuffs.
Possible Negatives of the suggestion:
There is a potential for misuse, however this can easily be dealt with by removing people's access to ISD who misuse the restraints.
Based on the Positives & Negatives, why should this suggestion be accepted:
This is incredibly easy to implement, all it takes is changing some numbers in the code for a currently unused form of restraint then giving it to ISD. This would make our lives arresting people a lot easier and prevent wasting peoples time when the metal cuffs don't want to cooperate and won't allow us to drag the person properly. The only real downside is misuse and that is easily solved by just removing access to ISD for people who misuse the restraints and all things considered it just saves a lot of headaches for ISD.
