Base model refers to the entity model, which is what requires approval.
Changing clothes and materials generally doesn't require it as long as it looks like the job/faction you're playing.
In this instance you would be 100% fine using it as it looks like a UNGOC Medic.

rules says that if i change base model i need approval. so i made this request to be safe. it already looks similar so i don't see any issue it getting approved
