Add a donator class to/add more variety to E-11

What does this suggestion change/add/remove:
Adding more classes to E-11, here are some simple ideas I had.
Donator/normal class idea: E-11 Energy Weapon Specialist, would have access to different types of energy weapons (I don't know the guns well in this game)
Donator/normal class idea: E-11 Response Unit: An E-11 member with a containment beam, cuffs, an erad or a worse weapon, and increased speed with decreased armor to respond to breaches quicker and to sweep HCZ quicker, making research able to test faster after a breach.


Has something similar been suggested before? If so, why is your suggestion different?:
Most likely? It would be nice for E-11 to actually have something like a donor class that all other departments have, and more variety within E-11.

It would make people more interested in E-11.

Possible Negatives of the suggestion:
Making SCPs feel less powerful (If not implemented correctly)


Based on the Positives & Negatives, why should this suggestion be accepted:
This suggestion should be accepted because E-11, at the moment, is one of the least varied branches of MTF and really only has a guy who stops 049 and 008, and a guy who stops SCP. This change could make E-11 more varied and make people more interested in E-11.
 
Give E-11 a one-slot job that has the one-life system like D-Class TB and Thaumas have, with cooldown for flagging on after dying/flagging off, with an incredibly weak loadout, basically no health, a decay timer (like TB decay) of 30 seconds, but max speed. Just like, the most speed you can possibly give, crank it up to 11. Pure scouting class.
