Content Suggestion Letting ISD expunge criminal records

What does this suggestion change/add/remove:
Like the title already says, giving management members of ISD (like DoISD or Commissioners) the ability to expunge a criminal record.
Has something similar been suggested before? If so, why is your suggestion different?:
Don't think something like this has been suggested before, but I might be wrong
Possible Positives of the suggestion (At least 2):
Letting ISD Management expunge someone's criminal record would give us a bit more of a RP loop:
-> Player comes to us with a complaint/false arrest
-> ISD Management reviews the case
-> Decides if the arrest was just or not
-> Arrest potentially gets expunged from the record
A following positive from this is, that players don't have to immediately go to FCOM to get their record removed and are able to stick to the CoC when it comes to FLC related matters.

Possible Negatives of the suggestion:
I could see it getting abused to buy favors for one another, in which case ISD would need to come up with proper guidelines to avoid abuse.
Based on the Positives and Negatives, why should this suggestion be accepted:
I think it should get accepted because as of right now, only FCOM are able to expunge criminal records. On UK for example, players most always come to ISD Management first and ask where they can get their record removed, causing us to always redirect them to FCOM, which then have to review the whole thing again. It'd be easier to let ISD Management do it and have (for example) Ethics intervene if they deem it neccesary, for example if ISD disagrees and the Player escalates it to Ethics.
 
I personally think this should be a tribunal only sorta thing - helps push the roleplay to that. Not every tribunal has to be a really big event, it could be a smaller hearing.

That way I believe it follows the same sort of flow as you'd expect, with the ethics committee being the route for appeal.

So I support this, but I think it should be the EC / ECAs that can do it, not ISD command, although I wouldn't be opposed to ISD command doing it after a successful tribunal.

I do agree with the process of it being a tribunal to get it removed, as i did one like that to get a techie arrest removed. However, it will just get either backlogged, or not able to done if people repeatedly ask for an arrest removal. So there should be a guideline, if given to ISD management, to only go to tribunal if a very serious arrest/high profile arrest, kind of like a court of appeal type thing possibly for ethics to implement, and if only something like misconduct we then look at the case ourselves and decide upon it after our own investigation into it.

But overall, in my opinion, it should be a power that ISD management or an ECA and above ,as there is a higher chance of speaking with an ECA rather than the EC, should be able to have.

Also, 99% of people come to ISD Management, like Victor said, and it'd be nice to actually go through a process and have the power to remove them if deemed acceptable.
