Hostage Negotiation Scams(?)

Supposedly, John Doe stated that you can scam/be scammed during hostage negotiations, specifically when trading hostages. If this is the case, then technically you can just scam anyone out of hostages by showing up and killing them/kidnapping the hostage negotiator, and I think this sets a bad president for negotiations;

If neither side can trust the other then why would they attempt negotiations or trades anymore? This ruling basically just nullifies hostage taking, which I think I'd be okay with but its a pretty big part of the server, especially CI.

Obviously though this entire discussion could be rendered useless if John showed up and confirmed he never said this or smthin.

shockingly this is just an opportunity for RP, but due to how shit NLR is it can go nowhere.

because imagine this: if F constantly backstab CI on negotiations, then eventually CI will stop negotiated and just flat out kill whoever the hostage is. Realistically Foundation should care about this because then more of their men are dying when they could just be bought back, meaning they would have to be selective and care when scamming CI, however NLR makes this impossible because who cares if someone dies when they respawn!

this means the most that can happen is CI refusing to negotiate with F whenever they have a hostage, which is still a form of relation RP between the two groups, but it doesnt make much sense from CI's side because why would they just let a guy die
 
It doesn't make sense from either side, but it WILL lead to a standard of no-negotiations and basically just keeping a hostage for 29m and then killing/releasing them, specifically the only time kidnaps will ever be used is for a raid or raid prep.

On US CI atleast, we have a treaty that prevents scamming and kidnapping enlisted off surface. This Beta was kidnapped off surface so thats why they scammed for him atleast

That doesn't mean I agree with their choice to scam though, in general I find the concept very scummy. The only reason we have done it at all was because AO constantly would scam us. We recently disbanded the treaty so not just AO are scamming us, but so are SOP. Honestly I think removing the treaty is a terrible choice that just encourages scamming but SOP never followed it anyway so it didnt matter.

Also to add on, its never been against the rules. IC Scamming is completely allowed for some reason and always has been. Meanwhile OOC scamming like Chemical and Cyanide trading is allowed

What stops CI from negotiating while foundation is in a "no-negotiated" then the hostage is stuck till negotiations are over
