Because on UK we had the goat Jack Williams E&TS Director with a Jr.CL4 along with Reactor Technicians with CL3s

I believe there is this ancient technique that people use called 'communicating'.

If you wanna get somewhere to do your job that you cannot access then ask over comms. If they deny you or ignore you then move along.

we have an ETS with a cl4 aswell

IMO no, when you give a techie a cl4 they act like a dpt head which doesn’t work at all on US atleast.
