Content Suggestion Surface SCP sampling

What does this suggestion change/add/remove:
This is a suggestion to allow either some form of DEA job or Nu-7 Specialist job to sample surface SCPs. The reason for this suggestion is due to the new rule that was put in place, only allowing you to hold surface SCPs for 15 minutes. Once foundation capture a surface SCP, it takes a good 5 minutes to achieve a D class, at times it can even take longer. Overall, Foundation are barely able to sample surface SCPs with the new rule being put in place.

Has something similar been suggested before? If so, why is your suggestion different?:

Puts a balance between all GOIs
Allows Foundation to actually gather a nice amount of surface SCP chemicals

Might not be seen as balanced
Discussion time within Content team.

Based on the Positives & Negatives, why should this suggestion be accepted:
It will put a great balance between Foundation and CI/GOC over sampling surface SCPs.
 
I do not think people realize the major effect the new rule has "Surface SCPs may be captured for 15 minutes, and then they must be terminated." It takes 5 minutes to even get a D class, sometimes even longer. I do not think you can really get much from 5 minutes of sampling? Even if you allow RSD and such to come, the samples will be split leading to even less samples for everyone.
 
I want to point out to all these SAME reasons for -supporting this Foundation gets less samples than any other Faction due to the requirement of Dclass sampling which eats up the 15 minute time. Also yes R&D should get samples but the reward of Surface SCPs is the samples which is what SOP did. Saying SOP shouldnt be hogging the surface SCP to themselves is right yes but when SOP is getting LESS than R&D and LESS than the other factions that shouldnt be happening. It just gives a unfair percentage.

This just takes away from Research Roleplay and it's not a good idea. I'd much rather have to hunt down a researcher to sample for me.
The reason the suggestion was made was because hunting down a researcher bites into the new 15 minute timer meaning foundation gets less samples. Which is less than ideal for both departments.
 
This will take even longer than just grabbing a random d class. Do you see that you only have 15 minutes?
If you read the changelog, it states "An extension may be authorized for RP reasons." Which, in my opinion, would include the RP necessary to get research and D-Class involved in the sampling. Unless staff say otherwise.
