The issues you're having have less to do with Site Leadership being able to job ban people, and more with site leadership themselves. If these are actual problems being experienced, then this server needs to review how they select site command and who currently holds those positions...

However, the level designers don't get paid a whole lot so most of the projects they complete are based on what they're feelin. I doubt this would come anytime soon.

Nerfs the amount of hits it takes to take off the bucket for SCP-096 by half.

Yes but if all of them beam rush an SCP, they can get that SCP pacified at 30% HP which just isn't fun when there's no counter to it and when they can just appear behind you. 30% is still a significant amount of HP.
They're meant to help the Foundation by defending people, that's what their abilities exist for. They're meant to heal people with -1s ability, steal kills from SCPs by teleporting people into their dimension, and yeeting SCPs 50 feet backwards with -3s ability. Not be an immortal version of...
