The problem with this part of your criticism specifically is that it is currently near impossible to balance these two. I myself have suffered from the reverse, where my prioritisation of Executive duties has caused me to do very little roleplay and character development. Scott's approach is...

I have not seen you onsite that much though that may be my own (in)activity. Your tenure in Executive Researcher was lacking to say the least, considering you logged only one "roleplay creation" merit during your trial. What roleplay have you created recently and what roleplay will you create?

860-2 as far as i know is tied to its dimension, how would it survive outside of it

+ Support Secondary never gets used anyways except by CI and people RCing 106. Its bulkhead is almost always closed.
