-Support, as said in many other feedback, you lack the experience in the Department to go for the Clearance Four job now.

Like niox has said I think it's in your best interest to get a couple CL4 experiences from different departments as this is a very big leep in responsibility from CL3 jobs so you may not be ready for it of course you might do wonderfully who knows but I think you should try get some experience...
