What does this suggestion change/add/remove:
This suggestion modifies the gains that a faction (in this specific case, CI, GOC, Nu7, as noone else gets them) gets when doing a CMission, so that they are lowered based on the factions numbers. This would mean that if, say, GOC only had 4 members online, and Nu7 had 12, the gains of the GOC would be 3 times as large as the Nu7's, so as to balance the scale.
It would ALSO consider the location of a mission, so, for example, if one appears at no mans land, the GOC would have a slighter advantage to it than, say, Nu7.
Has something similar been suggested before? If so, why is your suggestion different?:

Possible Positives of the suggestion (At least 2):
Bit of balancing to factor in difficulty of the mission
Gives factions with fewer people a better chance to succeed in it, which is important with the recent warfunds addition
Possible Negatives of the suggestion:
In some cases, especially Nu7, not all members would be actively working on the mission.
Based on the Positives & Negatives, why should this suggestion be accepted:
I don't think the negative outweighs the positives, this would be some balancing which, with the recent addition of warfunds, is more important now than previously.
