I feel like these would fit in with CI if the colors weren't so bright and popping out. If you could or request someone to change the colors/materials of the pac to fit more in-line with CI's current colors I could see it working. But that's just my personal opinion.

Base model refers to the entity model, which is what requires approval. Changing clothes and materials generally doesn't require it as long as it looks like the job/faction you're playing. In this instance you would be 100% fine using it as it looks like a UNGOC Medic.
