Usually there is a investigator or inspector on so thats why I suggested leaving it at that and the time is already limited by a max so it's not possible to do too high for the crime.

"Jail break RP" has never happend with any sort of RP behind it and if it did it could simply be done by releasing people through the cl3 cell doors anyone can use.

Lock unarresting people to inspector or investigator+ (I don't mind which one I'll leave that up to content)
