If you read the changelog, it states "An extension may be authorized for RP reasons." Which, in my opinion, would include the RP necessary to get research and D-Class involved in the sampling. Unless staff say otherwise.

D-Class exist for a reason, and the Research Department also exists for a reason. SOP shouldn't be hogging the surface SCP's to themselves.
