What does this suggestion change/add/remove:
Makes a rule (or adds a clarification rule) about the length of time a Code 1 (Intruder Alert) can remain on after a raid/intruder has initial been called out (or after a 914 has been called out set to 1:1) - I'd recommend a period of like 5 minutes...

I think an easy, and instant, rule fix to this would just be not allowing him to beam SCPs above like 20% - meaning the beam is more utilized for actually re-containing them rather than just slowing them down and annoying them.

I've put neutral because I believe giving MC&D disguise cards would lead to it being abused more than for sneaky fun RP, although I still like the idea itself the possibilities (and what I think people would use it for) seem too abusable.
