If ERT needs to RC 079 it likely means dispensers are down and therefore no one can get te5s to rc him. I think letting ert get te5 or allow a chance like keypads for the item you want to be dispensed or a random item be dispensed. That or an item in the cc like aa where a te5 can be picked up...
