Thats why is here the suggestion to avoid this pannic buttons just because they think they will be kiddnaped only because they saw someone being kiddnaped.

I did read it. Imo its bad reason because if they know that ISD have no reason to kiddnap them they will not do it. In RP ISD nid never randomly kiddpaping. + if they are scared that someone will kiddnap them they can use normal pannic button.
