I feel like there may be some inconsistency with it. I definitely remember a few times where it has felt eye searingly bright, but most of the time it is very bearable and there doesn't feel like there's any downside to wearing them in the light.

Not necessary isn't a valid reason - this is a gmod server, nothing is necessary. For structural support, that's literally the purpose of these two suggestions - to create that structure. You also absolutely can do a lot of RP with or without other departments - consider Research, for example...

The way I understood it was that they essentially know that if they see or hear of weird/unexplainable things, they should call the local UN base, but not much more than that. I might be wrong, though.
