Cuffing and detaining people in medical is not a core duty of a Combat Medic. Hell, call Internal Affairs to correct anyone not following Zone Jurisdiction and such, it is IA's job to do that. And on the occasion that you may need to detain someone, Dispensers exist. We may as well not have...
