Stuff is being worked on to allow for different ways for SCPs to be contained so this is a good compromise for now.
Also God forbid we give something to E-11 that would make sense in their load-out.

E-11 Containment Specialists won't being receiving any type of immunity mainly because they just wear a ski mask and goggles, but also because the whitelist is already pretty powerful.
This isn't all of E-11, these are the ones with gas masks on their models. It would make sense for them to have immunity not only because of their player model, but because of their role in breaches and common usage AA like nerve gas on this server.
I understand where all of y'all are coming from, but the reason I only kept it to E-11 is because they are usually the only people that are throwing nerve gas around large groups of each other. That's the main reason I didn't add them, because there's really no point and it probably wouldn't...
What does this suggestion change/add/remove:

Edit: Now that I think about it, E-11 biohazard specialists being able to open biohazard doors would be helpful, so +support to that one too.
-Support This looks like it would just inflate the economy, unless it is given more applications than just funds being given to people for doing work. Money is already created everyday from pay checks, there's no reason to add more ways to create it.
Well since he's invisible he has a high chance of escaping or being able to break the door, having a high chance of dodging shots while being invisible, allowing him to escape easily.
Basically 966 would be breached, run to surface and be there doing God knows, then get captured by CI or press F2, and before E-11 can even sweep or call off the code, another breach happens.

966 can not go through doors. Adds the ability for him to break standard doors but not bulks.

I'm no person to speak for him but what I believe he is saying is when someone has been on a SCP whitelist for four hours or longer they will get breached during a rolling blackout. It seems he just wants it to be one random SCP that breaches even if this criteria is met by multiple SCPs.

Combat levels should still be required for groups like DEA, ISD, and MTF while non-combative groups become completely functional. Jr Researcher and Jr Doctor is now applied for. Giving these groups a complete roster that you now have to rank up in by showing work and not getting levels.
